It will be manually uploaded [<i>to the central server]</i>. <br /><br />The combined votes (PH partial and OAV) will cut the lead of Robredo to 131,305 votes.<br /><br />While the OAV counts are crucial to decide who will be the next vice president of the country, the remaining local votes that still to be transmitted to the Comelec server will be a big factor for the race.<br /><br />Comelec Chair Juan Andres “Andy” Bautista announced that the poll body’s voter turnout for the May 9 polls reached a historic 81.62 percent. Of the 55,735,757 million registered voters, about 45 million actually exercised their right of suffrage.<br /><br />The combined data from transparency server shows that 43,708,556 of local votes already counted. This adds to the 432,706 votes from OAV. The expected remaining votes stood at around 1.3 million votes.<br /><br />Based from the data of Inquirer for the <a href="http://newsinfo.inquirer.net/785553/list-areas-provinces-countries-transmit-2016-philippine-election-results" rel="nofollow" target="_blank">precincts left</a> until 100-percent transmission (as of May 13), the grand total of registered votes is around 1.2 million or can be translated to 1 million using 81.62-percent turnout.<br /><br />The Summit Express has calculated the most probable votes per province (areas have yet to transmit election returns) using the <a href="http://ph.rappler.com/elections/2016/results/map" rel="nofollow" target="_blank">results map of Rappler</a> (Who is Winning Where?) and the percentage votes of candidates based transmitted returns. These VCMs should supposedly account for around 980,000 registered voters."<br /><br />"Likewise, 333 VCMs from Lanao del Sur still need to transmit election results, 207 from Surigao del Sur, 158 in Maguindanao and 160 in Sulu."<br /><br />"I will rest when I am satisfied that the results that are being counted, that are official, are actually validated by the results as we can certainty confirm it from local reports that we get from the different precincts," Marcos concluded.</div>

Our fixed and wireless networks were fully functional,” said Manuel V. Pangilinan, Chairman and CEO of PLDT and its wireless subsidiary Smart Communications.<br /><br />That helped the transmission of elections results to proceed rapidly.  As Commission on Elections (COMELEC) Chairman Andres Bautista said, election returns from over 91% of the country’s 92,509 clustered precincts were successfully transmitted to the COMELEC and its citizen’s arm, the Parish Pastoral Council for Responsible Voting (PPCRV) within 18 hours from the close of the polls.<br /><br />Timely transmission to the PPCRV transparency server in turn enabled media organizations to quickly report the results, helping dispel fears that political tensions would flare up in the aftermath of the heated political campaign.<br /><br />“The fact that the elections from a telco transmission point of view was largely uneventful was welcome news to all of us.  We were happy to do our share in making this possible,” Pangilinan said.<br /><br />“To make that happen, our entire organization prepared thoroughly for this very important national event, and was on full alert priot to and on election day itself. As it turned out, our network performed smoothly, enabling voting precincts to quickly transmit election returns,” said PLDT Group EVP and ePLDT President and CEO Ernesto R. Alberto.<br /><br />PLDT and its wireless subsidiaries Smart Communications and Sun provided high bandwidth voice and data connectivity to Smartmatic, which handled election automation services for the COMELEC, Alberto explained.<br /><br />Smart and Sun accounted for 60% of the pool of SIMs used by Smartmatic to transmit election returns from precincts. PLDT also powered the DSL broadband connection of 386 canvassing sites. To ensure problem-free transmission of results to the national board of canvassers, the company deployed technical support teams to the canvassing sites.<br /><br />Further, the PLDT Group donated fiber-optic cable connectivity and hosting services to the PPCRV for their transparency servers which supplied election results data to the various media organizations, Alberto added.<br /><br />PLDT also partnered with media organizations to support their fast and digitally-enabled election coverage.  It provided some of the connectivity requirements of GMA7 for its coverage and of ABS-CBN in its hosting of the presidential debate at the University of Pangasinan.<br /><br />Moreover, PLDT supported the data-driven coverage of TV5, resulting in its lag-free reporting of live events, clearer presentation of collected data, and interactive reporting via use of social media.<br /><br />“About a year ago, we (TV5) started planning for this election coverage. We wanted to improve on the 2010 and 2013 record of TV5 and for PLDT and Smart to provide the access and connectivity to TV5. Most important for TV5 is the data and how that data is reported. That’s why you’re seeing the kind of description of the events on a national level, local level, all the way down to the precinct level and the councilor level at almost real-time,” said Pangilinan who is also Chairman of TV5, a unit of Mediaquest Holdings which is owned by the PLDT Beneficial Trust Fund.<br /><br />“This is real convergence at work - the telco providing the connectivity, the access to the data that the TV network gathers, curates and presents to the public in an understandable manner,” he said.<br /><br />TV5 President and CEO Noel Lorenzana said their efforts were focused on giving their audience a truly data-enriched coverage of the national elections.<br /><br />“We are all connected to the transparency server of PPCRV so we are able to download the raw data from PPCRV. But for TV5, we made sure that we are able to process this data at faster pace and to translate it to information that enrich our viewers’ understanding of the election results,” he noted. </div>

But, few hours before the commencement of the historical event in Rosario Cavite, 7 supporters of Mayor Jose Ricafrente were all shot dead.<br /><br />Cavite PNP found 1 bullet hole in a black SUV where they claimed to be the victims’ vehicle. Sadly, the bodies were all laid flat facing the ground and have gun shots in the head which means that the victims were summarily executed. Cavite Police has yet to declare this shooting incident as an election-related violence. But Mayor Ricafrente is firm in his stand that this killing is politacally motivated.<br /><br />In Sultan Kudarat, Maguindanao province, a grenade blasted in front of a polling precint where one civilian died followed by a break-in and stealing of VCMs (Vote Counting Machines) by 20 plus armed and un-identified men. The authority is still tracking down the culprits while the registered voters in that community still wait for the replacements VCMs and go-signal from the COMELEC to resume the election. Aside from the violent incidents in this election-hot-spot province, some minors aged 14-16 were caught casting their votes. The BEIs defended that the minors’ names are in the voters list and a valid reason for them to hand ballots to the group of youth.<br /><br /><b>Cops nab vote buyer in Leyte</b><br /><br />Meanwhile in Leyte, Police officers were forced to apprehend a man who allegedly buying votes in exchange for cash. In the precints of Sen. Chiz Escudero and Miriam Defensor-Santiago for example, the machines were rejecting the ballots that caught the attention of the Vice-presidential aspirant.<br /><br />Sorsogon, Masbate, Saranggani Province, Zamboanga, Quezon City, Pasig and San Juan are just some of the key areas in the country that experienced VCM failure. But the COMELEC has standby technicians and back-up VCMs as their contengencies to assure the people of a succesful election.<br /><br /><b>COMELEC Warns public about election-related-crimes</b><br /><br />Text messages were circulating which states that there are 20 Million pre-programmed ballots were intentionally distributed in various precints nationwide which allegedly favors administration-standard-bearer Mar Roxas. COMELEC Chairman Andres Bautista and Spokesman James Jimenez frankly denied the issue and boldly addressed the media that the pink-lined-pre-programmed ballots are non-existent. PPCRV also backed-up Bautista and Jimenz’s statement. COMELEC bosses warned the public that sharing of text messages that mislead the people with ill-informations is a serious election crime.<br /><br />Speaking of election crimes, taking actual photos of the shaded ballots and taking selfies with them are also considered as an election offense and punishable by law with up to 6 years of imprisonment if tried and proven guilty. On the other hand, posts using a manual election system are required to fold their ballot in the same way as they received it and put it inside the ballot box.<br /><br />In host countries/cities using postal manual election system, registered voters will either receive mail containing their ballot or pick up their ballot at a designated area. The voter shall accomplish his or her ballot and put his or her thumbmark in the space allotted on the ballot’s lower portion. The ballot coupon must be detached from the ballot and placed inside the ballot envelope. Supreme Court issues TROs on Grace Poe's disqualification

Grace Poe;Orals on Jan 19, 2016, 2 pm. <a href="https://t.co/YUbiWobCNT" rel="nofollow">pic.twitter.com/YUbiWobCNT</a></div>— SC PIO (Official) (@SCPh_PIO) <a href="https://twitter.com/SCPh_PIO/status/681400537472827392" rel="nofollow">December 28, 2015</a></blockquote><script async="" charset="utf-8" src="//platform.twitter.com/widgets.js"></script></center><br />The petition for certiorari with prayer for the issuance of a temporary restraining order (TRO) on the poll body's ruling was filed by Poe's lawyer, George Garcia also on Monday. <br /><br />"The Supreme Court has the sole authority to decide on questions of qualification, and to uphold with finality the people's right to choose the nation's leader," Poe, the leading candidate for President, said.<br /><br />"I am optimistic that the high court, or Chief Justice Maria Lourdes Sereno, herself, will not only act expeditiously, but positively on the case to grant the temporary restraining order we are seeking," she added.<br /><br />The Supreme Court is on recess until January 10, but its rules allow the Chief Justice to act on urgent cases without holding a session of the justices.<br /><br />The SC has set Poe's petitions for oral arguments on January 19.<br /><br />"I am putting my fate in the hands of the Supreme Court. We remain confident that our Justices will protect the rights of foundlings like me to run for public office. We enjoin the public to keep a keen eye on the proceedings and the decision on the case," Poe said.<br /><br />"My lawyers have put forward strong evidence, relevant court discussions and principles, and jurisprudence that would show that I am a natural born Filipino with at least 10 years' residency in the Philippines," she added.<br /><br />Last December 23, the COMELEC en banc granted the four petitions seeking to disqualify Poe from the presidential race. The poll body gave Poe's camp five days to seek relief from the Supreme Court.<br /><br />Poe's name will remain in the ballot, according to the COMELEC, as the disqualification process has not run its full course.<br /><br />"My hopes are high that what would be forthcoming is the high court's prompt correction of the COMELEC's ruling, which would affirm my standing as a candidate for President in May 2016," she said.</div>

They pledged to remain there until December 10 (Thursday), the day that the COMELEC will announce its verdict on whether Duterte’s substitution over Martin Diño will be allowed.<br /><br />Duterte arrived today to personally file a new COC as a presidential candidate to make sure that his camp will be able to comply with the necessary requirements as pursuant to the COMELEC Resolution No. 9984 requiring the physical appearance of a candidate to sworn before an authorized figure or notary public. It can be remembered that a representative already filed a COC for president on behalf of Duterte right after withdrawing his mayoralty candidacy for Davao city the same day. His daughter, Sara will run for the mayoralty post of Davao City, having done so in the past.<br /><br /><b>He can run of course, but will he be allowed?</b><br /><br />Now that he is running, the question is will he be allowed to do so? On December 4, the COMELEC was on Duterte’s favor by disregarding a petition to declare Martin Diño, PDP-Laban’s original presidential bet, to be a nuisance candidate. By stabilizing the situation that Diño is a qualified contender, Duterte’s substitution can be a possibility. Photo Credit: dzrhnews.com</td></tr></tbody></table>Poe has been disqualified as confirmed by Senator Francis Escudero, Poe’s supposed running mate in the coming May 2016 elections.<br /><br />"Wherefore, in view of all the foregoing considerations, the instant Petition to Deny Due Course to or Cancel Certificate of Candidacy is hereby granted," – COMELEC resolution on Grace Poe’s candidacy. <br /><br />The 35-page resolution made by the second division of COMELEC stipulated that the lady senator failed to meet the obligatory ten-years minimum residency required for an aspiring presidential candidate.<br /><br />The commission stated on its ruling that Poe started only to become a Philippine resident again since July 2016 after applying for a dual-citizenship status.<br /><br />The 2016 election will be held on May, just two months short for Poe to complete the required residency period.<br /><br />Further the COMELEC resolution added that "[Accordingly], the Certificate of Candidacy for President of the Republic of the Philippines in the May 9, 2016 National and Local Elections filed by respondent Mary Grace Natividad Sonora Poe Llamanzares is hereby cancelled.”<br /><br />Poe's spokesman, Valenzuela Mayor Rex Gatchalian told in a press conference they will present all legal remedies to prove that Poe is qualified to seek the presidency.<div><br /></div><div>Meanwhile, Poe expressed her disappointment on Comelec's decision and said to fight for her rights.<br /><br />“I am disappointed in the decision, but this is not the end of the process.
