Courtesy of DOST-PAGASA</td></tr></tbody></table><br />'Bagyong Vinta' is expected to make landfall over Caraga - Davao Region area between Thursday (December 21) evening and Friday (December 22) morning.<br /><br />At 4:00 a.m. today, the center of Tropical Storm Vinta was estimated based on all available data at 510 km East of Hinatuan, Surigao del Sur (09.0 °N, 130.9 °E).<br /><br />'Vinta' has maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph.
