Photo Credit: Philstar</td></tr></tbody></table><br />Thus, the PNP Anti-Cybercrime Group encourages everyone to undertake the following safety measures to avoid becoming victims:<br /><br /><b>1. Be careful when using your ATM cards.</b><br /><div id="unruly-unit"></div><br /><div style="text-align: left;"></div><ul><li>Keep your eyes open. If you’re looking at an ATM and its PIN pad looks a bit loose, or see scratches or sticky residue, be wary as scammers will often attach false fronts to the ATM with tape.</li><li>Cover the PIN pad with your hand.  If there is a skimming device on the card reader, there will usually be a pinhole camera mounted underneath the top of the ATM.  As the card reader captures the account information, the pinhole cameras record the customers’ PIN.</li><li>When in doubt, don’t use the ATM. The only way to prevent your ATM card from being skimmed is to recognize that the machine has been tampered with. Best to just walk away from it. If it cannot be avoided immediately change your pin using a secure ATM, preferably one attached to a bank branch.</li></ul><br /><b>2. Always protect your user name and password.</b><br /><br /><b>3. When shopping online, only purchase from trusted websites.</b><br /><br /><b>4. Beware of phishing emails or text messages that are asking you for money, your user name or password. Avoid clicking on links in emails that you receive.</b><br /><br /><b>5. When banking with the use of online facilities.</b><br /><br /><ul style="text-align: left;"><li>Access your accounts from a secure location.  It is always good practice to access your accounts using computers and networks you know and trust.  However, when the need to access accounts from remote locations arise, check the address bar on your browser – the URL of the site you are on should begin with “https”.  This acts as confirmation that you are accessing your account using a secure connection.</li><li>Always logout when you are done. Logging out of your online banking session when you are finished lessens the chances of you falling prey to session exploits by cybercriminals.</li></ul><br /><b>6. When using your credit card, always be aware of where your credit card is to avoid skimming.</b><br /><br /><b>7. Make sure that you have up-to-date anti-virus software.</b><br /><br /><b>8. Only use legitimate and properly licensed software. But, few hours before the commencement of the historical event in Rosario Cavite, 7 supporters of Mayor Jose Ricafrente were all shot dead.<br /><br />Cavite PNP found 1 bullet hole in a black SUV where they claimed to be the victims’ vehicle. Sadly, the bodies were all laid flat facing the ground and have gun shots in the head which means that the victims were summarily executed. Cavite Police has yet to declare this shooting incident as an election-related violence. But Mayor Ricafrente is firm in his stand that this killing is politacally motivated.<br /><br />In Sultan Kudarat, Maguindanao province, a grenade blasted in front of a polling precint where one civilian died followed by a break-in and stealing of VCMs (Vote Counting Machines) by 20 plus armed and un-identified men. The authority is still tracking down the culprits while the registered voters in that community still wait for the replacements VCMs and go-signal from the COMELEC to resume the election. Aside from the violent incidents in this election-hot-spot province, some minors aged 14-16 were caught casting their votes. The BEIs defended that the minors’ names are in the voters list and a valid reason for them to hand ballots to the group of youth.<br /><br /><b>Cops nab vote buyer in Leyte</b><br /><br />Meanwhile in Leyte, Police officers were forced to apprehend a man who allegedly buying votes in exchange for cash. In the precints of Sen. Chiz Escudero and Miriam Defensor-Santiago for example, the machines were rejecting the ballots that caught the attention of the Vice-presidential aspirant.<br /><br />Sorsogon, Masbate, Saranggani Province, Zamboanga, Quezon City, Pasig and San Juan are just some of the key areas in the country that experienced VCM failure. But the COMELEC has standby technicians and back-up VCMs as their contengencies to assure the people of a succesful election.<br /><br /><b>COMELEC Warns public about election-related-crimes</b><br /><br />Text messages were circulating which states that there are 20 Million pre-programmed ballots were intentionally distributed in various precints nationwide which allegedly favors administration-standard-bearer Mar Roxas. COMELEC Chairman Andres Bautista and Spokesman James Jimenez frankly denied the issue and boldly addressed the media that the pink-lined-pre-programmed ballots are non-existent. PPCRV also backed-up Bautista and Jimenz’s statement. COMELEC bosses warned the public that sharing of text messages that mislead the people with ill-informations is a serious election crime.<br /><br />Speaking of election crimes, taking actual photos of the shaded ballots and taking selfies with them are also considered as an election offense and punishable by law with up to 6 years of imprisonment if tried and proven guilty. COMMELEC Spokesman James Jimenez gave an explanation on this matter. Bautista failed to see the actual VCMs but confirmed that there are serveral Smartmatic Technicians who are currently checked-in the hotel. He also explained that the National Technical Headquarters of Smartmatic is just a walking distance from Novotel.<br /><br />Past mid-day, PPCRV confirmed that there was another blast happened in Masbate where one candidate died. Photo: Fastrack Courier Facebook Fan Page</td></tr></tbody></table>The loyal patrons also started questioning Fastrack for the real reason of the mass-firing of its employees for security purposes but as of publishing time, the courier has no response on the queries posted as comments on their post.<br /><br />People are really wondering for the main reason of the dismissal. Some are now guessing that the dismissed employees possibly didn’t remit the service fee that they had collected from their clients. However, PNP entrance exam list of passers was posted in just 10 working days after the exam in consonance with the Commission’s commitment with the PNP and the Department of Budget and Management (DBM) to make the examination results in synch with the police recruitment process. NAPOLCOM said that 2,052 or 9.70% out of the 21,154 examinees passed the Promotional Examinations while 2,323 or 20.50% out of the 11,332 examinees passed the PNP Entrance Exam.<br /><br />In April 2014 exams, results were posted in less than 2 months after the exam. NAPOLCOM Vice Chairman and Executive Officer Eduardo U. Escueta said that 14,256 took the PNP entrance examination while 21,101 were distributed to the various promotional test categories.<br /><br />Aside from online availability of results, NAPOLCOM will also notify nationwide results via post at the commission's central office located at the DILG-NAPOLCOM Center, located at EDSA corner Quezon Avenue, West Triangle, Quezon City. Regional list will be posted in each of the NAPOLCOM Regional offices also.<br /><br />Report of Rating (RR) will be mailed to the examinee's mailing address. Verification may be made with the Examination Division, Personnel and Administrative Service (PAS), NAPOLCOM Central Office. An examinee who passed the test but did not receive his/her RR may request for issuance of a certification from the same office, upon payment of One Hundred Fifty Pesos P150.00. The average human body contains approximately four (4) liters of blood, therefore, it will only take about 40mg of oxalic acid to poison a human body which can potentially lead to a person’s death.” PCSupt Cid added.</div>

There are no less than 8 outstanding warrants against Usman alone, while there are no less than 2 for Marwan. One of the earliest warrants was issued in 2002, which means that they were already being pursued when I was a member of Congress. Allow me to clarify: When a warrant is issued against an individual, all officers of the law are obligated to serve it. This is precisely why, since long ago, our security sector, including the AFP, PNP, and NBI, has undertaken multiple operations to capture Marwan, Usman, and other terrorists."<br /><br />PNoy also clarified that approval from him for the said mission to proceed is not required.<br /><br />"These agencies are not always required to obtain my approval for each and every one of their operations, because it would be impractical for them to wait for my clearance before proceeding. My duty: to make certain that they are carrying out their responsibilities. There are times when certain matters are elevated to my desk so that I may give guidance, give a more holistic view of the situation, or explain its wider implications."<br /><br />"I emphasize: It is stated in Article II, Section 4 of our Constitution that “The primary duty of government is to serve and protect the people.” This is why, when our police force uncovered the precise location of Marwan and Usman, they decided to take action and serve the warrants of the two individuals."<br /><br />It was past 4 in the morning when the SAF reached the stronghold in which Marwan and Usman were hiding. In the encounter that followed, the primary target, Marwan, was allegedly killed. Upon hearing the gunshots, Usman and his cohorts fought back. There were also non-combatants spotted in the houses in which Marwan and Usman were located; it was necessary for our forces to close the distance to avoid involving the innocent. Marwan’s house was the first attacked; Usman responded, and the element of surprise, which was necessary to avoid detection, was lost. This is why the SAF decided to withdraw and rendezvous with their companions, who were securing their exit route from the area where the encounter occurred.
