Ferdinand “Bongbong” Marcos Jr. Robredo has two percentage points lead with 30% of the votes over Marcos who obtained 28%. <br /><br />Former front-runner Francis “Chiz” Escudero ranked third with 18% followed by Sen. Alan Peter Cayetano who obtained 15%. Sen. Antonio Trillanes IV received 3% while Sen. Gregorio “Gringo” Honasan got 2%. Miriam, Rodrigo Duterte</td></tr></tbody></table>Santiago on Monday lamented that three of her four fellow contestants for Malacañang failed to respond to the questionnaire sent by international observer Human Rights Watch (HRW).<br /><br />Only Santiago and Liberal Party bet Mar Roxas shared their human rights views, HRW revealed. Vice President Jejomar Binay, Sen. Grace Poe, and Davao City Mayor Rodrigo Duterte did not answer the questionnaire.<br /><br />"Human rights should be at the forefront of the agenda of any person running for public office. A rights-based approach in public policy has historically proven to be most effective," the senator said.<br /><br />The list of questions HRW sent out as early as March 22 quizzed candidates on the issues of impunity, violence against indigenous groups, the Reproductive Health (RH) Law, journalist killings, summary executions, the Anti-Torture Law, persons displaced due to conflict, and the HIV/AIDS situation.<br /><br />"The Philippines has made broad strides in human rights policy in the past decade," Santiago said, citing the passage of important laws that she either authored or supported in the Senate. These include:<br /><br />Republic Act No. 9710 or the Magna Carta of Women;<br /><br />R.A. No. 9745 or the Anti-Torture Law;<br /><br />R.A. No. 9851 of the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity;<br /><br />R.A. No. 10354, or the RH Law;<br /><br />R.A. No. 10368, or the Human Rights Victims Reparation and Recognition Act;<br /><br />R.A. No. 10361, or the Kasambahay Law; and<br /><br />R.A. No. 10353, or the Anti-Enforced Disappearances Law.<br /><br />She also considered as gains the Philippine commitment to the 1954 Convention on the Status of Stateless Persons, and accession to the 1961 Convention on the Reduction of Statelessness, both in 2011.<br /><br />But Santiago stressed that "policies aimed at promoting human rights are meaningless unless fully and wholeheartedly implemented."<br /><br />She cited as challenges failure to convict a perpetrator of torture despite the passage of the Anti-Torture Act, and hurdles in the implementation of RH Law amid a hold order on contraceptive implants and congressional budget cuts.<br /><br />"The culture of impunity threatens to perpetuate human rights abuses. Cases that need to be immediately resolved include the continuous disappearance of activists working in the countryside, allegedly because of military operations; the deaths of some 50 media workers in Maguindanao; and the recent deadly skirmish between elite cops and Moro rebels in Mamasapano," Santiago added.<br /><br />The senator also tagged as urgent the need to protect the rights of vulnerable members of society, including children, women, and indigenous groups, especially in times of disaster and conflict.<br /><br />"Child labor remains rampant, with underage workers reported even in the most dangerous of sectors such as small-scale mining. Children are also being recruited by rebel, terrorist, and paramilitary groups," she said.<br /><br />Santiago added that in the aftermath of disasters, stories of abuse against children and women abound. "The Philippines must address with urgency the militarization of indigenous communities," the senator further said.<br /><br />Human rights priorities under her administration, Santiago said, include:<br /><br />The swift approval of the Freedom of Information Law, to open the military to scrutiny amid allegations of abuses and to protect journalists;<br /><br />The abolition of private armies and a review of state sponsorship of militias and paramilitary groups;<br /><br />Full and conscientious implementation of the RH Law;<br /><br />An immediate review of the Inter-Agency Committee on Extra-Legal Killings, Enforced Disappearances, Torture, and Other Grave Violations of the Right to Life;<br /><br />The introduction of a national quick response hotline for enforced disappearances and torture;<br /><br />The urgent passage of the Rights of Internally Displaced Persons Act; and<br /><br />The declaration of a national emergency to address the spread of HIV/AIDS.<br /><br />Santiago, a widely respected expert in constitutional and international law, is also known as a strong defender of human rights. She first became popular as a trial court judge for a landmark human rights ruling during martial law.</div>

In the previous survey held on March 30-April 2, he had 27% rating.<br /><br />The Davao City Mayor's spokesperson Peter Tiu Laviña told BusinessWorld “this is most encouraging result given that the black propaganda against Duterte intensified during this period.”<br /><br />“This only affirms the strong clamor of our people for genuine change. Duterte has become a rallying symbol for all classes -- poor, middle and rich -- long fed up with ‘trapos’ messing up our country. We shall make use of the support of our people as inspiration to ensure their victory on May 9,” Mr. Laviña said in a text message, using the Filipino word for “rag” that has been adopted to refer to “traditional politicians”.<br /><br />Erstwhile frontrunner Sen. Grace Poe got 24% voter preference rating, up one percentage point from previous poll.<br /><br />Liberal Party's standard bearer Mar Roxas secured the third spot while Vice-President Jejomar Binay dropped to fourth place with 14%.<br /><br />Sen. Gregorio Honasan II has a 2% voter preference rating.<br /><br /><b>Senatorial race</b><br /><br />The same survey also showed that reelectionist Senate President Franklin M. According to him, the rise in support is likely the result of efforts not just by their campaign teams and candidates but also by volunteers as well as support groups in and out of the country.<br /><br />Still, Duterte’s campaign manager Leoncio “Jun” Evasco said their team will not be self-assured. Not far behind the frontrunners is Vice President Jejomar “Jojo” Binay  who was picked by 22% of the respondents. Administration bet Manuel “Mar” Roxas II was preferred by 20% of the respondents while 3% picked Senator Miriam Defensor-Santiago. Five percent of respondents did not choose any presidential candidate.<br /><br />Compared to the poll carried out from March 1 to 6, the latest survey has a bigger sample size which had 2,600 respondents. The Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) were also deployed around the campus for their security.<br /><br /><b>Second presidential debates topics, format</b><br /><br />PiliPinas Debates 2016 on TV5 will be "better, with longer hours and less advertisement," Comelec chairman Andres Bautista announced.<br /><br />This is the answer to complaints received from the <a href="http://pinoybuzz.blogkorner.com/2016/02/livestream-pilipinas-debates-2016-now-up-gma-7-360-degree-video.html" rel="nofollow">first presidential debate last February 21</a> sponsored by GMA-7 as it drew flak from critics and netizens on its format, long commercial breaks and the effectiveness of the discussions. <br /><br />This time, the debate proper will run from 5:00 p.m. to 8:00 p.m. (1 hour longer) and with prelude at 4:30 p.m. Live streaming will be available from 4:30 p.m. on TV5.<br /><br />TV5 veteran journalist Luchi Cruz-Valdez will serve as the moderator. The panel of interrogators is composed of TV5 news anchor Erwin Tulfo, TV5 public affairs host Lourd de Veyra, Bloomberg TV host Anthony Abad, RMN news anchor Rufill Banoc, The STAR editor-in-chief Amy Pamintuan and associate editor Marichu Villanueva.<br /><br />Bautista added that the way of questioning will be different for every round. Photo Credit: LiveInThePhilippines.com</td></tr></tbody></table>Speaking at the Samar State University in Catbalogan City on Thursday, Poe said nursing students who choose to do their internship in public health facilities should be compensated according to the work they do.<br /><br />"Ang masakit sa mga nursing students na nag-iinternship, kayo na ang nag-iinternship kayo pa minsan ang nagbabayad ng mga kailangan ninyo para sa internship. Dapat naman siguro kayo naman ang bayaran ng allowances for your internship programs. Kasi kahit na ba estudyante lang, hindi naman nila-lang ang tulong ninyo sa ospital," she said in response to a student's question on the plight of unemployed nurses.<br /><br />Private health institutions are known to collect fees from their internship applicants as students compete for slots in big-name hospitals and employment possibilities abroad. Even government institutions used to have a professional volunteer nurse program, where nursing graduates pay a fee so they can gain experience working in tertiary hospitals.<br /><br />The senator, who had proposed legislation requiring government offices to compensate and train its interns, said government hospitals should reserve specific slots for nursing students.<br /><br />"Para sa akin ang government hospital dapat mandated mag-hire mga intern na nurse at bigyan (sila) ng sweldo. At least magbigay sila ng cut-off, halimbawa five percent of the workforce will be students," Poe said.<br /><br />There are 5,294 government nurses as of 2011, according to the Philippine Statistics Authority. This means there is only one government nurse for every 18,000 Filipinos, a long way from the ideal ratio of 23 nurses per 10,000 population.<br /><br />Last year, Poe filed Senate Bill No. 2946, which seeks to institutionalize the Government Internship Program (GIP) and set aside P100 million for the compensation and training of all government interns.<br /><br />Under Poe's proposal, all government interns who are able to fulfill their duties shall receive 70 percent of the Step 1, Salary Grade 1 under the Salary Standardization Law. This is equivalent to a monthly pay of P6,750, to be given every 12th and 27th of the month.<br /><br />"Kayo ay nagpupuyat rin, kayo ay nagbibihis sa mga pasyente, kayo ang nagbibigay ng gamot, kayo ang umaalalay sa kanila tapos kayo pa ang magbabayad ng mga libro at mga uniform ninyo para pumunta doon? Poe said.<br /><br />The leading presidential candidate vowed to push for the strict implementation of the Magna Carta for Health Workers, which provides hazard and subsistence allowances for government health workers.<br /><br />She said she also supports increasing the minimum salary of nurses to P25,000 monthly. An entry-level government nurse is paid P19,000 monthly, which is higher than the P13,000 remuneration of nurses in private hospitals.<br /><br />"Kailangan pataasin. Kailangan magkaroon ng hazard pay ang mga nurses natin. Kasi katulad nyan, nagpunta kami sa inyong ospital dito, andaming overworked, underpaid. Merong nahawahan ng meningococcemia na isang health worker. Kailangan talaga meron silang additional pay," Poe said.</div>

Santiago, hindi shallow, hindi peripheral, hindi tangential ang kanyang pag-iisip kundi pinupuntahan na talaga kung ano yung puno't dulo ng problema at yun kagabi ang nakita natin," Marcos said.<br /><br />However, Marcos thinks it would help the voters make a better assessment and comparison of the capabilities of the candidates if in the next round of debates they would be made to answer common questions on specific issues.<br /><br />After consolidating his support in the "Solid North", on the first two weeks of the campaign, Marcos has begun his foray yesterday into the CALABARZON (Cavite-Laguna-Batangas-Rizal-Quezon) area, which the Commission on Election tagged as having the most number of voters in the country at 7.6 million.<br /><br />Marcos is thankful for the warm reception he got from the people of Muntinlupa.<br /><br />Meanwhile, Marcos believes the issue of Santiago's health will not affect their campaign at all.<br /><br />There were earlier calls for presidential candidates to bare their health record, particularly directed at Santiago who had admitted having Stage 4 lung cancer but eventually said she has beaten it.<br /><br />"She's fine. Of course she has a condition that she has to take care of.
