Mar Roxas, it’s over, it’s done, he won the presidential race. One of the priorities is drafting the administration’s cabinet members. There are now few names on the Mayor’s wish list. But nothing is final as per Duterte’s camp.<br /><br />Common vision (on good governance), integrity, competence and willingness to sacrifice are just some of the major characters that Duterte is looking for his new set of government officials according to his spokesperson, Peter Lavina.<br /><br />Prior to the white listing of the cabinet members, Duterte has already formed his Transition Committee which he parted into six divisions:<br /><br /><ul style="text-align: left;"><li>Leoncio Jun Evasco - social development</li><li>Christopher Bong Go - peace and security</li><li>Carlos Dominguez - economic development</li><li>Salvador Medialdea - justice system</li><li>Loreto Ata - government-owned and controlled corporations</li><li>Peter Laviña - infrastructure development</li></ul><br />"These are the six major clusters so that we will be able to hasten the process of receiving... We are receiving lists, nominees, suggetsions of potential members of the Cabinet as well as sub-Cabinet positions and head of various agencies," Laviña said.<br /><br />Known as a brutal-law-enforcer in his turf, Duterte bared during a media interview that he will more likely considered retired military officials like former Armed Forces Chief Hermogenes Esperon to take roles in his administration. <br /><br />On one of the ambush interviews prior to the National Elections, Mayor Rody uttered that: “running a government, after all is pure commonsense.” Meaning, an official doesn’t have to have a rocket science university degree to run an effective government. In line with this, he would really love to have his long-time friend and re-known businessman Carlos “Sonny” Dominguez III to handle either Department of Transportation or Finance Department.  Dominguez served as the Agriculture secretary during the administration of late President Cory Aquino.<br /><br />His San Beda College of Law classmate, Arthur Tugade is also highly considered as the Department of Trade and Industries Department. <br /><br />For the Department of Defense, he is still uncertain who he will place in it but one thing is for sure; that he will choose an Ex-General to handle one of the major departments of his administration. <br /><br />To support his propaganda in suppressing the illegal drug trade, Duterte revealed that he himself will handle the DILG because he wants to directly supervise the PNP. He will just hire a “pure manager” as his undersecretary. Thus, Ramos administration Press Secretary and his high school classmate will play a major role in Mindanao peace process. Leni Robredo will surely have a post, possibly his foreign secretary. Robredo on the other hand, who is currently leading the vice-presidential race by a little less than two hundred thousand over Sen. BongBong Marcos expressed her gratitude to Duterte. Mayor Rody yesterday said that he is seriously pondering to give a cabinet position to Cong. It is still difficult to disclose everything in their raw blue print because they’re not still sure whether the names on the list would love to have the roles under his administration.<br /><br />To sum up, Mayor Duterte is not keen on hiring politicians to support him in his administration, what he really wants is someone who can execute the job well and can  manage all the departments the way it should be. Alan Peter Cayetano, Sen. Chiz Escudero, Sen. Gringo Honasan, Sen. Antonio Trillanes IV, Sen. Bongbong Marcos and Camarines Sur third district representative Leni Robredo.<br /><br />Topics to discuss includes corruption, corruption in relation to poverty, political dynasties, human rights, peace and order, traffic and other urban problems, internet and mobile connectivity, foreign policy and the vice president as the “spare tire.”<br /><br />Unlike the previous debates, Marquez said that all vice presidential candidates will be given the opportunity to react on every question during the debate.<br /><br />"Hindi na kami nag draw lots kung sino yung candidate na magtatanungan. We’ll let it to our discretion to decide who will be pitted against whom," Marquez said to the media.<br /><br />"“Kasi kapag draw lots, let’s say yung dalawang kandidato they don’t differ in views, I tell you, there won’t be a debate. Kailangan yung merong conflict. So we will decide on the spot," he added.<br /><br />Comelec chairman Andres Bautista said the debate was patterned after the US Republican debates and in accordance with the international best practices and was properly agreed to by all the organizers.<br /><br /><b>PiliPinas Debates Schedule</b><br /><br />After the vice presidential debate today, Comelec will also mount the final presidential debate this April 24 to be organized by ABS-CBN as the lead network with Business Mirror as print media partner. Who couldn't be happier indeed? After all, Cebu is the richest vote province in the country that can give any candidate a huge advantage in this very tight road to replace Aquino.<br /><br />With an approximate number of 2.7 million registered voters, the Garcias, one of Cebu’s influential political clan is very much able to play a vital role in discerning on who will be the 16th ruler of the Philippines. <br /><br />The endorsement of the Garcias to Duterte is a big blow to Binay and Roxas. The endless accusations of graft and corrupt practices against the vice president and his family pulled Binay’s position down in the recent surveys as he now ranks either from the 2nd and 3rd spots. Roxas’ campaign on the other hand will become more fragile after failing to secure Cebu’s support.<br /><br />With Duterte almost securing a million vote from Cebu, Roxas’ presidential ambition may be in grave peril as his campaign has the Visayas region as its core. Following him is Poe with 27 percent.<br /><br />Roxas, Binay and Santiago only obtained 21%, 18% and 2% in the survey which has a plus or minus 1.8% margin of error.<br /><br />Although Poe’s camp remained confident that she will ultimately bag the presidency, the result of this latest poll should be an issue of concern. The survey was done from March 26 to April 1, just a few days after the second round of the presidential debates in which Duterte proved to be a crowd-stunner with his antics and answers on various issues.<br /><br />Now that Duterte is exemplifying himself as a true alternative to replace Aquino’s Daang Matuwid governance, the possibility of his camp to receive swing votes next month aside from acquiring new entrants to support his campaign now is becoming more than possible.<br /><br /><b>MBC-DZRH survey names Duterte as top choice</b><br /><br />Aside from his striking rise in the Laylo survey, Duterte scored another victory from the public after emerging as the preferred choice of the public in the latest survey commissioned by the Manila Broadcasting Corporation and its radio broadcast arm DZRH.<br /><br />With a larger base of 7,490 respondents nationwide (the Laylo has 3,000), Duterte won by registering 36% preferential points against Poe (28.2%), Binay (15.3%), Roxas (15.2%) and Santiago (3.5%).<br /><br /><b>The components of a Duterte presidency</b><br /><br />From Binay to Poe, now a sketchy vision of a Duterte presidency is materializing. Digong’s eminent rise to the game was not exponential as Poe, or meticulously planned as Binay but rather, it was an organic growth which was nurtured by the contagious spirit of his supporters from the grassroots sector clamoring for real change and those from the middle income which have become more discerning than the previous seasons. Add to that is the experimental nature of some of the biggest names in the business sector who are interested to see on how a Duterte-style leadership will make the Philippine finally a roaring tiger economy.<br /><br />The final stretch of the campaign already opened as the nationwide campaign for the local positions has just begun. The machinery of LP and UNA of Roxas and Binay will surely pour out all their resources to catapult their bets on top.<br /><br />Poe will try to bank on the unfinished business of his father and keep the interest of the public to her by pointing out on how to solve the issues that the incumbent administration will be leaving behind to its successor.<br /><br />Santiago, as what she said in one of her campaign rallies during her 1992 run, will eventually try to prevail or perish on her most likely final attempt to clinch the presidency with her millions of social media soldiers.<br /><br />But Duterte’s strategy is different, he may not have Binay and Roxas’ machinery, he only spent a hundred million pesos as of this moment for his campaign, nor he came from a celebrated line of popular stars but his colloquial way of expressing his opinion and flamboyant demeanor whenever he presents his self to public, the way he adds his own touch in addressing public issues and his ability to dismantle any forms of mudslinging against him made him more reachable to public. <br /><br />And when they see him embodying their aspirations, the more he becomes real to them and the more they put their trust on him, regardless of how he will deal with the snatchers of Recto or how he will punish the thieves in our convoluted bureaucratic system. <b>- Michael Santiago, The Summit Express</b></div>

Marcos Jr. secured second place with 23%. Camarines Sur Representative Maria Leonor "Leni" G. Robredo and Senator Alan Peter S. Cayetano shared third spot (18% and 14%, respectively). <br /><br />Two other candidates posted single-digit voter preferences – Senator Gregorio Honasan (5%) and Senator Antonio Trillanes IV (4%).<br /><br />The rest of Filipino registered voters (3%) do not have any preferred candidate for vice-president.<br /><br />The survey which was conducted from January 24 – 28, 2016 using face-to-face interviews has confidence level at 95 percent.<br /><br />In the different geographic areas and socio-economic classes, Senator Escudero has the lead in the rest of Luzon (37%) and Classes D and E (both at 34%). <br /><br />Metro Manila residents are most inclined to vote for either Senator Marcos (36%) or Senator Escudero (33%). <br /><br />In the Visayas, the lead is shared by Senator Escudero (32%) and Camarines Sur Representative Robredo (25%) while in Mindanao, the top candidates are Senator Escudero (29%) and Senator Cayetano (22%). <br /><br />As for those in Class ABC, their most favored vice-presidential bets are Senator Marcos (28%), Senator Escudero (24%), Camarines Sur Representative Robredo (21%), and Senator Cayetano (17%). <br /><br />Pulse Asia said that the levels of support for these six vice-presidential candidates do not move significantly during the period December 2015 to January 2016.
