Miriam nudges Duterte, other presidentiables on human rights

Miriam, Rodrigo Duterte</td></tr></tbody></table>Santiago on Monday lamented that three of her four fellow contestants for Malacañang failed to respond to the questionnaire sent by international observer Human Rights Watch (HRW).<br /><br />Only Santiago and Liberal Party bet Mar Roxas shared their human rights views, HRW revealed. Vice President Jejomar Binay, Sen. Grace Poe, and Davao City Mayor Rodrigo Duterte did not answer the questionnaire.<br /><br />"Human rights should be at the forefront of the agenda of any person running for public office. A rights-based approach in public policy has historically proven to be most effective," the senator said.<br /><br />The list of questions HRW sent out as early as March 22 quizzed candidates on the issues of impunity, violence against indigenous groups, the Reproductive Health (RH) Law, journalist killings, summary executions, the Anti-Torture Law, persons displaced due to conflict, and the HIV/AIDS situation.<br /><br />"The Philippines has made broad strides in human rights policy in the past decade," Santiago said, citing the passage of important laws that she either authored or supported in the Senate. These include:<br /><br />Republic Act No. 9710 or the Magna Carta of Women;<br /><br />R.A. No. 9745 or the Anti-Torture Law;<br /><br />R.A. No. 9851 of the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity;<br /><br />R.A. No. 10354, or the RH Law;<br /><br />R.A. No. 10368, or the Human Rights Victims Reparation and Recognition Act;<br /><br />R.A. No. 10361, or the Kasambahay Law; and<br /><br />R.A. No. 10353, or the Anti-Enforced Disappearances Law.<br /><br />She also considered as gains the Philippine commitment to the 1954 Convention on the Status of Stateless Persons, and accession to the 1961 Convention on the Reduction of Statelessness, both in 2011.<br /><br />But Santiago stressed that "policies aimed at promoting human rights are meaningless unless fully and wholeheartedly implemented."<br /><br />She cited as challenges failure to convict a perpetrator of torture despite the passage of the Anti-Torture Act, and hurdles in the implementation of RH Law amid a hold order on contraceptive implants and congressional budget cuts.<br /><br />"The culture of impunity threatens to perpetuate human rights abuses. Cases that need to be immediately resolved include the continuous disappearance of activists working in the countryside, allegedly because of military operations; the deaths of some 50 media workers in Maguindanao; and the recent deadly skirmish between elite cops and Moro rebels in Mamasapano," Santiago added.<br /><br />The senator also tagged as urgent the need to protect the rights of vulnerable members of society, including children, women, and indigenous groups, especially in times of disaster and conflict.<br /><br />"Child labor remains rampant, with underage workers reported even in the most dangerous of sectors such as small-scale mining. Children are also being recruited by rebel, terrorist, and paramilitary groups," she said.<br /><br />Santiago added that in the aftermath of disasters, stories of abuse against children and women abound. "The Philippines must address with urgency the militarization of indigenous communities," the senator further said.<br /><br />Human rights priorities under her administration, Santiago said, include:<br /><br />The swift approval of the Freedom of Information Law, to open the military to scrutiny amid allegations of abuses and to protect journalists;<br /><br />The abolition of private armies and a review of state sponsorship of militias and paramilitary groups;<br /><br />Full and conscientious implementation of the RH Law;<br /><br />An immediate review of the Inter-Agency Committee on Extra-Legal Killings, Enforced Disappearances, Torture, and Other Grave Violations of the Right to Life;<br /><br />The introduction of a national quick response hotline for enforced disappearances and torture;<br /><br />The urgent passage of the Rights of Internally Displaced Persons Act; and<br /><br />The declaration of a national emergency to address the spread of HIV/AIDS.<br /><br />Santiago, a widely respected expert in constitutional and international law, is also known as a strong defender of human rights. She first became popular as a trial court judge for a landmark human rights ruling during martial law.</div>

Salvador Panelo, requested a copy of the account balances of the tough talking mayor’s bank accounts from BPI instead of providing a waiver.<br /><br /><b>RELATED STORY</b>: <a href="http://pinoybuzz.blogkorner.com/2016/05/duterte-trillanes-face-off-bpi-julia-vargas.html" rel="nofollow">Trillanes, Duterte lawyer face off at BPI Julia Vargas</a><br /><br />Panelo was authorized by Duterte to open the presidential aspirant’s bank account and provide a bank certification debunking the P211 million hidden wealth allegation against him.<br /><br />"I went to the bank and I had them receive the special power of attorney of Mayor Duterte authorizing me to look into the records of his bank account and to ask the bank for a certification that at no time since the opening of the account has there been P211 million whether singly, collectively, or cumulatively deposited to his name. 'Yun ang hiningi ko sa bangko,” Panelo told GMA News.<br /><br />However, Panelo revealed that BPI asked for 7 days in order to look into their request due to legal issues. This means that the bank account details will be disclosed on May 11, two days after election day if the 7-day period would only include banking days.<br /><br />Panelo added that they did not ask for a transaction history since the issue is the P211 million deposit in Duterte’s bank account. According to him, Duterte’s current balance in the said account is P17,660.<br /><br />In Trillanes’ affidavit, the lawmaker tagged a certain Joseph De Mesa as his source of information on Duterte’s alleged hidden millions. Sal Panelo, Duterte’s lawyer, was authorized to open the presidential candidate’s bank account and issue a bank certification that the presidential aspirant never amassed P211 million.<br /><br />“I have addressed the bank to issue the necessary documents. Based on the records of the bank, walang P211 million sa kanyang deposit mula pa noong ito'y binuksan niya at hanggang ngayon,” Panelo told GMA News.<br /><br />Trillanes, who is currently running for vice president, has alleged the PDP-Laban standard bearer of failing to declare P211 million in his ”secret” BPI accounts at Julia Vargas branch in 2014. Although Duterte agreed to open his bank accounts in order to disprove Trillanes’ claims, he demanded that the senator  execute an affidavit on his accusations as well as name his sources first.<br /><br />Panelo added that Trillanes needs to prove the existence of the money since bank secrecy laws prohibit banks and employees to disclose account details of its clients.<br /><br /><i>“Mayroong batas na nagsasabing hindi puwedeng mag-reveal ang bangko na anumang impormasyon kaugnay sa deposito ng isang kliyente. Nakalagay din sa batas na nagbabawal sa isang empleyado na maglabas ng impormasyon sa deposito sapagkat sila ay idedemanda sa ilalim ng batas,”</i> Panelo explained.<br /><br />(There’s a law that prohibits the bank from revealing any information about the account of a client. Corona. At 1:48 am today, April 29, 2016, Chief Justice Corona succumbed to cardiac arrest. Please pray for the eternal repose of his soul as he joins his Creator," the council said in its Facebook post.<br /><br />The NTC to which Corona belonged is urging President Benigno Aquino III and other government leaders to quit.<br />The Chief Justice has directed that the  flag in the SC and all courts nationwide be flown at half mast to mourn the passing of Corona.<br /><br />In 2010, Corona was appointed by the former president Gloria Macapagal-Arroyo as the 23rd chief justice of the SC. However, he was impeached by the  House of Representatives on December 12, 2011 due to failure to  disclose his statement of assets, liabilities, and net worth to the public.<br /><br />Corona was a former law professor, private law practitioner, and member of the Cabinet under two Presidents, Fidel V. Ramos and Arroyo, before being appointed to the high tribunal.<br /><br />He graduated with gold medal honors from the Ateneo de Manila grade school in 1962 and high school in 1966.</div>

F*cking hell,” Celdran wrote on his Facebook account. <br /><br />A certain Michale Lintag, who originally posted the screenshot of Celdran’s controversial post, claims that the social media personality deleted it after receiving flak from netizens particularly nurses and other healthcare professionals. <br /><br />After the screenshot of the post spread like wildfire on social media, netizens slammed Celdran for treating the nurse in such manner. <br /><br />“Nurses have the right to express who they want to vote. We do not persuade our patients to choose whom we want. We know how to respect others. As patient providers, we deserve outmost respect! Celdran, whose father worked for Makati Medical Center for decades, said that Duterte’s values are “not the values that doctors and nurses are about”.<br /><br />“Your profession is about kindness, professionalism, and healing. Not about bullying, making light of serious issues like women's rights, rape, and national security,” Celdran wrote.<br /><br />He added: “But I'll cut a deal. Barely a month after the hacking incident, another hacker group, LulzSec Philippines, claimed that they launched a search engine of leaked personal information of roughly 55 million Filipino voters. <br /><br />Paul Biteng, a 23-year-old Information Technology graduate, was arrested for apparently hacking the Comelec website.
