Pangasinan 'rare disease sufferers,' other patients in PH to benefit on new health law

Pia Cayetano's the health bill</a>, which mandates PhilHealth to cover the treatment of rare diseases, has finally been signed into law.<br /><br />Republic Act 10747, otherwise known as the Rare Diseases Act of the Philippines, was signed by Pres. Benigno S. Aquino III early March. The new law seeks to "improve the access of patients diagnosed to have a rare disease, or patient highly suspected of having a rare disease, to comprehensive medical care and to timely health information to help them cope with their condition."<br /><br />Guingona co-sponsored the Rare Diseases Act legislated by Sen. Pia Cayetano, who serves as vice chair of Guingona's health committee. "To patients afflicted with rare diseases, the law ends the days of going through it alone," Guingona said. "It puts into place a permanent and sustainable mechanism by which government could care for the health of everyone with rare or orphan disorders."<br /><br />The Philippine Society of Orphan Disorders informs that, apart from those whose ailment is undetected or kept in secret, rare diseases afflict one out of 20,000 people. Children comprise as much as 75 percent of those with rare diseases.<br /><br />Guingona said that unlike patients with conventional ailments, those afflicted with rare diseases often need treatment and care for the rest of their lives. Accordingly, RA 10747stipulates that those suffering from a rare disease will be considered as Persons with Disabilities (PWDs) and shall enjoy the same benefits mandated by RA 7277, as amended, or the Magna Carta for Disabled Persons.<br /><br />In addition, the new law mandates that orphan drugs and products for the sole use of patients with rare diseases, as certified by the FDA will be exempted from all taxes and customs duties.<br /><br />"I thank the President and Sen. Pia Cayetano for giving the sick a fighting chance and once again demonstrating the administration's policy of inclusivity," said Guingona.</div>

We were travel weary and we spent money for our fare in going to Luzon and hotel accommodation only to be informed later that the hearing is cancelled," the letter-sender said.<br /><br />In a subsequent e-mail to Marcos, dated January 18, 2016 the SAF 44 kin said they were again told the scheduled January 14, 2016 hearing was cancelled because the case is already submitted for resolution.<br /><br />"If this is how we treat those that have given their lives in defense of the country, what fate for the ordinary citizen? What fate for those we love and care for in life?" Marcos said.<br /><br />Marcos further noted that upon receiving the first e-mail, he immediately wrote then Acting Justice Secretary Alfredo Caguioa on the status of the preliminary investigation but he has yet to receive any response. "More than a month has passed since I wrote the DoJ to endorse that email for appropriate action but until now I have not received even a cursory reply to assure that they would attend to the matter," Marcos noted.<br /><br />With the appointment of Caguioa to the Supreme Court, Marcos had also urged his replacement, undersecretary Emmanuel Caparas to prioritize the resolution of the Mamasapano case, noting that a year after the tragic incident no case has been filed in court against the suspects.<br /><br />He said no word or gesture can assuage the pain of the families of the slain policemen.</div>

This figure is 39% lower than the five-year average and 45% lower compared to the same period last year. No death was reported.<br /><br />Most (51) of the cases came from the National Capital Region, followed by Northern Mindanao (12), Davao Region (11), and Cagayan Valley (10). At the National Capital Region, Manila has the most number of cases (22), followed by Pasig (10). Las Piñas, Mandaluyong, and Pasay had three cases each.<br /><br />Of the 139 cases of fireworks injuries, 87% were males whose age ranged from 3-68 years. There were 51 cases (37%) children less than 10 years old and 102 (73%) were active users.<br /><br />The top causes of injuries were piccolo (67%), unknown firecrackers (6%), and five star, camara, and boga with 4% each.<br /><br />“We can celebrate the holiday season without fireworks.
