Meanwhile, light to moderate rains is still expected over MIMAROPA, Bicol Region and Visayas.<br /><div id="unruly-unit"></div><br />The weather bureau said northeast Monsoon is affecting Northern Luzon.<br /><br />In NCR, partly cloudy to cloudy skies with light to moderate rains or thunderstorms will be experienced.
