Work experience/certificate of employment<br />2. Licensed certificate  (national)<br />3. Vocational training certificate from TESDA or TESDA accredited centers<br /><br />Notes: The agency clarified that medical examination result is not yet needed. Photo Credit: bulatlat.com</td></tr></tbody></table>Student-leaders from SPARK – Samahan ng Progresibong Kabataan, slammed DOLE for facilitating the dependence of new members of the workforce on “unjust jobs,” which offer low salaries, unfair working conditions and deny employees security of tenure.<br /><br />“Unfortunately for the youth, the government’s neglect for their welfare does not end with their graduation,” said SPARK National Coordinator Arvin Buenaagua. “Out of the estimated 1.3 million applicants who applied in nearly 4,000 job fairs facilitated by DOLE, almost only 400,000 were able to get jobs, with a majority of them relying on contractual work in BPOs,” he added.<br /><br />DOLE had recently said in a statement that 1.19 million jobs will come from the business process outsourcing (BPO) industry, claiming to provide adequate jobs for more than 1 million newly-graduates who are likely to face unemployment.<br /><br />“This reliance on contractual work does not address the mismatch of skill and work experienced by young workers,” said Buenaagua. “Without the promotion of a people-oriented industrialization across the nation, we will continue to rely on low-paying jobs responding to the needs of rich countries while people from our own country are tied to a life of poverty.”<br /><br />Buenaagua criticized DOLE for facilitating the prevalence of contractualization, which creates low-paying jobs and diempowered workers, who are bound by contract not to organize or renegotiate for better working conditions. “While contractualization makes us more palatable to foreign investors looking to cheapen their labor costs, it binds employees to low wages, unfair work hours and hazardous working environments, as well as insecurities about their source of livelihood every three to six months.”<br /><br />SPARK was joined by KAISA UP, a political organization based in the University of the Philippines, and speakers from Sanlakas partylist.<br /><br />“What we need in the next administration is a pro-people agenda which contains policies which respect the rights and dignity of the youth and the working class while honoring their potential and contribution to the country’s development,” said Leody de Guzman, Sanlakas Partylist’s first nominee. “This involves removing the DOLE Department Order A, which provides loopholes for companies to exploit workers by binding them to the level of contractual employess,” he continued.<br /><br />De Guzman also added that the minimum wage has yet to be raised to a level where it will serve as a sustainable income source. “We need to ensure that all workers and employees get living wages, sustenance enough for them to cope with the increasing burden of survival”.<br /><br />Joanne Lim of KAISA UP emphasized the role of contractualization in limiting the prospects for advancement in the youth sector, which is even harder especially given the current state of education system.<br /><br />“A great number of us enter and work to excel in college, enduring the high cost of tertiary education, in order to provide for our families and ourselves a better life,” said Lim. “Contractualization renders all our work to build a better future for ourselves and our families futile, considering that to some of us, it is a matter of life and death." - SPARK, The Summit Express</div>

These are jobs that protect ecosystems and biodiversity, reduce energy, materials and water consumption through high efficiency strategies, de-carbonize the economy, and minimize or altogether avoid generation of all forms of waste and pollution.<br /><br />Under Senate Bill 3092, the Department of Labor and Employment (DOLE) is primarily tasked to formulate the National Green Jobs Human Resource Development Plan which would identify needed skills, develop training programs, train and certify workers for jobs in a range of industries, and link green job opportunities with the private and public sectors.<br /><br />"It is high time that the government maps out a comprehensive blueprint and inter-agency cooperation towards mobilizing our workforce and ensuring that they are fully equipped with skills and proficiencies and that host industries are set up towards a seeming global occupational shift to green jobs," Jinggoy, Chairman of the Senate Committee on Labor, Employment and Human Resources Development, stressed.<br /><br />Considered as among the fastest growing green jobs around the world are recyclers, clean car engineers, water quality technicians, urban growers, green builders, solar cell technicians, wave and wind energy producers and workers, and natural scientists.<br /><br />For instance, a report by the United Nations Environment Program (UNEP) says that green jobs could be created in the Philippines through installation and service of retrofit kits which were proven to cut fuel consumption by as much as 50% and emission of air pollutants by 90%.<br /><br />In his version of the bill, Jinggoy said that the government could initially open employment opportunities for tree planters and reforestation rangers, garbage collectors, cleaners and sanitation personnel, and electrification engineers using renewable energy.<br /><br />Incentives like special deduction from the taxable income and duty-free importation of capital equipment will also be given to business enterprises who shall participate in the green jobs creation and sustenance. Also, government financial institutions in consultation with the Bangko Sentral ng Pilipinas (BSP) shall provide preferential financial packages to companies that create green jobs.<br /><br />The DOF, DENR, DepED, CHED, TESDA, NEDA, DTI, PRC, DOST, DOTC, DOT, DPWH, and the Climate Change Commission were given specific roles in outlining regulations and implementing plans towards a more integrated approach to achieving a green economy.<br /><br />Senate Bill 3092 is a substitute bill which consolidated important provisions contained in SB 2315 by Sen. Estrada, and SB 2893 by Senators Loren Legarda and Sonny Angara.</div>

Of this number, 86,745, or 34.47 percent, are local job vacancies, while 160,525, or 63.78 percent, are overseas job opportunities,” said Baldoz.<br /><br />A total of 1,398 employers from different regions are participating in this year’s Labor Day job fairs.<br /><br />For the DOLE-National Capital Region, its Labor Day job fair will be held at the Forum 1 and 2 of the Philippine International Convention Center (PICC), Pasay City. The DOLE-NCR has confirmed the participation of 75 local and 28 local employers, for a total of 104. One government agency will participate as employer.<br /><br />For DOLE-CAR, the Labor Day job and livelihood fair will be held at the Baguio Convention Center, Baguio City, where 25 local and 10 overseas employers are confirmed to participate.<br /><br />DOLE-Region 1 will conduct its two job and livelihood fairs at the SM City Rosales, Pangasinan and at the Robinsons Place in San Nicolas, Ilocos Norte. In this region, 16 government agencies; 64 local; and 20 foreign employers will join the jon fair.<br /><br />DOLE-Region 2 will hold its two job and livelihood fairs on SM City Cauayan and Robinson’s Mall Santiago City, with 100 employers participating—83 local and 17 foreign employers.<br /><br />For DOLE-Region 3, its 12 Labor Day job and livelihood fairs will be held at the following venues: Puregold N. E. Baler, Suklayin, Aurora; SM City Baliuag, DRT Highway, Pagala, Baliuag, Bulacan; SM City Marilao, McArthur Highway, Pagala, Marilao, Bulacan; Freedom Park, Burgos Street, Cabanatuan City, Nueva Ecija; SM Mega Center The Mall, San Roque Melencio, Cabanatuan City, Nueva Ecija; SM City Clark, Clarkfield, Pampanga; SM City Downtown, City of San Fernando, Pampanga; SM City Pampanga, City of San Fernando, Pampanga; SM City, Tarlac, Tarlac; Masinloc Gymnasium, Masinloc, Zambales; and SM City Olongapo, Olongapo City. A post-labor day job fair at the main campus of the Bataan Polytechnic State University Main Campus, Balanga City, will be held on 6 May.<br /><br />In Region 4-A, a total of 15 job and livelihood fairs will be held at the following venues: SM Rosario, Rosario, Cavite; SM Bacoor, Bacoor, Cavite; SM Molino, Molino, Cavite, SM Dasmariñas, Dasmariñas, Cavite; The District Mall, Imus, Cavite;  Savemore Sta. Rosa, Sta. Rosa, Laguna; SM Calamba, Calamba, Laguna; SM San Pablo, San Pablo, Laguna; SM Lipa, Lipa City, Batangas; SM Batangas, Batangas, Batangas City Sports Coliseum; SM Lucena, Lucena, Quezon; SM City Masinag, Antipolo City, Rizal; SM City Taytay, Taytay, Rizal; and SM Center Angono, Angono, Rizal. There will be a total of 128 employers joining the job fair—all local.<br /><br />In Region 4-B, two job and livelihood fairs will be held at the Pinamalayan Gymnasium. Pinamalayan. Oriental Mindoro, and Robinson’s Place Palawan, Puerto Princesa City, Palawan. A total of 14 employers will join the job fair, 8 local and 6 overseas.<br /><br />DOLE-Region 5 will conduct its job and livelihood fair at SM City Naga, where 36 employers—33 local and 3 overseas are expected to participate.<br /><br />In Region 6, jobseekers may seek employment opportunities in the following venues: SM City Iloilo, Manduriao, Iloilo City; Amigo Plaza Mall, Iloilo City; and at the Main Atrium, North Wing, SM City Bacolod, Bacolod City, where 74 employers will participate—54 local and 24 overseas.<br /><br />In Region 7, six job and livelihood fairs will be held at the Cebu City Sports Complex, Cebu City; SM Cebu City; SM Consolacion; Cebu Provincial Capitol; Lapu-lapu City, and Robinson’s Place, Dumaguete City. A total of 91 employers—46 local and 45 overseas are expected to participate in these job fairs.<br /><br />In Region 8, job and livelihood fairs will be held at the Tacloban City Convention Center and Ormoc City Hall, Ormoc City, where 34 employers—24 local, two government, and 8 overseas employers are participating.<br /><br />In Region 9, job and livelihood fairs will be held at the Zamboanga Del Norte City Gymnasium in Dapitan; and at the Zamboanga Economic Freeport Authority in Talisayan, Zamboanga City. A total of 42 employers—four from the government, 16 local, and 22 overseas—have confirmed participation.<br /><br />In Region 10, a job and livelihood fair will be held at the SM City, Cagayan De Oro City, with 69 employers participating—seven from the government, 45 local, and 17 overseas.<br /><br />In DOLE-Region 11, four job and livelihood fairs will be conducted at the Gaisano Mall of Davao City; Gaisano Mall of Tagum City; SM City Davao-Ecoland; and Darong Barangay Gym, Sta. Cruz, Davao Del Sur. A total of 114 employers have confirmed participation: one from government, 80 local, and 33 overseas.<br /><br />In Region 12, a job and livelihood fair will be held at the Gensan KCC Mall, with 50 employers participating—30 local and 20 overseas.<br /><br />Lastly, in Caraga, a job and livelihood fair will be held at the Almont Inland Resort on  J.C. Aquino Avenue, Butuan City. A total of 39 employers—29 local and 10 overseas—have confirmed participation.<br /><br />Baldoz said the industries with the most number of vacancies in the Labor Day job fairs are: manufacturing; transport, storage, and communications; Other community, social, and personal service activities; and wholesale and retail trade; repair of motor vehicles, motorcycles, and personal household goods.<br /><br />The top 10 occupations for local employment are as follows:<br /><br />(1) production machine operator, with 14,398 vacancies;<br />(2) welder, 8,130 vacancies;<br />(3) call center agent, 1,610 vacancies;<br />(4) customer service representative, 1,602 vacancies;<br />(5) sewer or tailor, 1,230 vacancies;<br />(6) factory worker or production worker, 1,114 vacancies;<br />(7) office staff or clerk, 1,019 vacancies;<br />(8) merchandiser, 998 vacancies;<br />(9) sales and marketing assistant, 778 vacancies;<br />and (10) painter, 650 vacancies.<br /><br />For overseas employment, the following are the top 10 occupations:<br /><br />(1) construction worker with 11,575 vacancies;<br />(2) office staff, 4,031 vacancies;<br />(3) professional nurse, 3,024 vacancies;<br />(4) domestic helper, 2,414 vacancies;<br />(5) medical staff, 1,899 vacancies;<br />(6) hotel and restaurant crew, 1,610 vacancies;<br />(7) office administrator, 1,500 vacancies;<br />(8) laborer, 1,357 vacancies;<br />(9) welder, 1,000 vacancies;<br />and (10) staff nurse, 964 vacancies.</div>
