The Civil Service Commission (CSC) officially announced today, December 14, the top 10 passers (topnotchers) for the Career Service Exam - Paper and Pencil Test (CSE-PPT) conducted nationwide last October 23, 2016.
Garnering a rating of 91.17, Clinton John Minglana from Caraga bested 175,305 total examinees of the Professional test. Dianne Franz Abal from Western Visayas got the highest rating of 86.99 among 28,034 Subprofessional test takers.
Completing the top passers of the Professional Level are Joelle Sophia Peña (National Capital Region or NCR) with a rating of 90.62; Rafael Alfred Montalvo III (NCR), 90.55; Eugene Palao (W. Visayas), 90.26; Ma Samira Tacandong (NCR), 90.13; Eula Marie Lou Atienza (NCR), 90.02; Camille Sulit (NCR), 89.98; Edsel Saligumba (SOCCSKSARGEN), 89.97; Rudy Michael Go (NCR), 89.92; and Lianfel Kim Go (E. Visayas), 89.86.
For the Subprofessional Level: Hazel Pereira (NCR), 86.97; Carmela Ysabelle Arias (S. Tagalog), 86.79; Grace Concepcion Cuevas (C. Visayas), 86.74; Clarisse De Jesus (NCR), 86.51; Philip Humprey De Vera (NCR) and Richard Sayenga II (S. Tagalog), 86.30; Melcris Cabahug (Caraga), 86.27; Fernando Arce (W. Visayas), 86.25; and Aldwrin Lance Tibay (S. Tagalog), 86.09.
According to CSC, a total of 22,978 out of 203,339 examinees or 11.30% passed the examinations.
The Professional Level exam yielded 19,870 passers or 11.33% of the total examinees for that level; for the Subprofessional Level exam, 22,978 passers or 11.09%.
The passers will be conferred the Career Service Professional or Subprofessional Eligibility which is one of the requirements—along with education, experience, and training—for permanent appointment to certain positions in the government career service.
Regional performance
Collective figures further show that NCR got the highest overall passing rate at 18.68% or 7,128 passers out of 38,162 examinees in that region, the CSC noted.
NCR also yielded the highest passing rate per exam level, with 19.69% or 6,228 passers out of 31,627 examinees for Professional, and 13.77% or 900 passers out of 6,535 examinees for Subprofessional.
Other top performing regions of the country in terms of overall passing rate include Region III (Central Luzon) at 13.34%, Region IV (Southern Tagalog) at 12.74%, Region I (Ilocos region) at 11.99%, and Region VI (Western Visayas) at 11.16%.

The CSC said that all relevant information about the results and the claiming of the Certification of Eligibility can be found in Examination Advisory No. 20, s. 2016.
Examinees, both passed and failed, may get their individual test results using the Online Civil Service Examination Result Generation System (OCSERGS) by December 18, 2016.

The CSC said passers may claim their Certification of Eligibility at the concerned CSC Regional Office (CSCRO) by January 4, 2017, or upon availability, the exact schedule for which can be verified with the CSCRO.
In claiming the Certification, they must present a valid I.D. card and, if available, their application receipt and/or CSC official receipt. The list of accepted I.D. cards can be found in Exam Advisory No. 20, s. 2016. The CSC stressed that representatives will not be allowed to claim the Certification on behalf of the passers.
Meanwhile, the CSC said those who failed the CSE-PPT and are interested in taking it again may apply for the next exam scheduled on March 12, 2017. CSC Regional and Field Offices nationwide will accept applications only until January 13, 2017. Application requirements and guidelines are posted on the CSC website.
