#WalangPasok: Palace suspends gov't work, public schools classes on September 21

MANILA, Philippines - Malacanang Palace on Tuesday announced the suspension of classes in public schools and work in government offices on September 21, 2017 (Thursday).

A memorandum circular will be issued soon as advised by Presidential Spokesperson Ernesto Abella.

Abella added that it will be up to private schools and companies whether to suspend classes and work during that day.

On Monday, President Rodrigo Duterte said that September 21 is not a holiday but a “day of protest.”

“I have declared it as a day of protest. Lahat ng gustong mag-protesta laban sa gobyerno, pulis o military, magbabaan kayo dyan,” Duterte said.

September 21 also marks the 45th anniversary of the declaration of martial law by the late President Marcos.

Various reports said that militants are set to schedule demonstrations on Thursday to protest the government’s war on drugs and deaths being linked to it as well as other issues on Duterte administration.

The Professional Regulation Commission (PRC) conducted the Real Estate Appraiser board exam on Friday, September 15, in the cities of Manila, Cagayan De Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Pagadian, Tacloban and Tuguegarao.

The members of the Board of Real Estate Service who gave the licensure examination are Dr. Eduardo G. Ong, Chairman; Florencio C. DiƱo II and Rafael M. Fajardo, Members.

REGISTRATION AND OATHTAKING

PRC said that registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be done on-line. Please go to www.prc.gov.ph and follow instructions for initial registration.

Those who will register are required to bring the following:

  • Notice of admission
  • duly accomplished Oath Form or Panunumpa ng Propesyonal
  • 2 pieces passport size pictures (colored with white background and complete name tag)
  • 2 sets of documentary stamps


"All registrants are likewise required to submit an original copy of Surety Bond for three ( 3 ) years (with certificate of good standing from the Insurance Commission), minimum amount of which is P 20,000.00, with the Professional Regulation Commission (PRC) as Obligee. For government employees, no Surety Bond is required, but instead, submission of a notarized original Certificate of Employment showing that such appraiser license is an eligibility requirement of his/her employment from their respective offices."

Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER, PRC added.

VERIFICATION OF RATINGS

Real Estate Appraiser board exam's verification of ratings (passers, non-passers and removal) can be done online.

Visit PRC's "Verification of Rating" service and enter the required information to verify your identity. Note that this will be available in few working days after the release of results.

COVERAGE OF EXAMINATION

The one-day exam covered the fundamentals of real estate appraisal and professional appraisal practice.

RELEASE OF RESULTS

Results of the recent Real Estate Appraiser board exam are expected to be released online in two (2) to three (3) working days after the exam.

In the same period last year (August 2016), PRC named a total of 20 out of 27 passers. The results were released in 3 working days.

Meanwhile, 12 out of 16 successfully hurdled the June 2017 Real Estate Appraiser Licensure Examination. Results were announced in 2 working days.

Why do valedictorians rarely end wildly successful?

Students who graduate on top of their class are often expected to become future leaders, CEOs or influential in the society. But more often than not, this isn’t the case. Although valedictorians and salutatorians generally go on to be successful, only a few of their kind achieve big-time success.

Why do valedictorians rarely end wildly successful?

Karen Arnold, a Boston University researcher followed a number of academic achievers to determine what happened to them after graduating from high school.

Based on the results of the study, nearly all valedictorians and salutatorians earned a college degree with an average GPA of 3.6. Majority of them pursued a graduate degree and almost half of them had top-tier professional jobs. In short, most of them achieved the traditional markers of success.

In Eric Barker’s book “Barking Up the Wrong Tree”, he cited possible reasons as to why top students don’t often meet the society’s high expectation on them.

"But how many of these number one high-school performers go on to change the world, run the world, or impress the world? The answer seems to be clear: zero,” Barker wrote.

According to Barker, top students consistently do what they are told to do so and get rewarded for that. They get rewards for conforming with the system and doing what was already working moderately well. However, going along with the system doesn’t actually change the world. If you come to think of it, the world’s most influential leaders and thinkers often come up with unique solutions to problems.

Speaking to Business Insider, Barker said: “In school, rules are very clear. In life, rules are not so clear. So a certain amount of not playing by the rules is advantageous once you get out of a closed system like education.”

Barker’s second theory suggests that more often than not, academic achievers usually become generalists rather than someone who has developed passion or expertise. While being a generalist may help you excel in all subjects in school, you will need to excel in a particular domain in the working world.

"Valedictorians often go on to be the people who support the system -- they become a part of the system -- but they don't change the system or overthrow the system,” Barker said.

Of course, being the high-school valedictorian doesn’t necessarily mean you won’t achieve the kind of success we could only dream of. You can go on changing the world if you take risks and not just play by the rules.

Duterte declares September 21, 2017 a national day of protest

MANILA, Philippines - President Rodrigo Duterte announced on Monday that September 21, 2017 (Thursday) is not a holiday but a "national day of protest."

Duterte added he would suspend government work and classes during that day.

"Oo, walang trabaho. At kung gusto ng mga taga-gobyerno, may mga union, the unions... they should participate," said Duterte.

September 21, 2017, Thursday, marks the 45th anniversary of the declaration of martial law by the late President Marcos.

In his interview over state-run PTV-4 on Thursday, the president said his intention to declare holiday in time for the Martial Law celebration.

"If it's a massive demonstration, at this early, I am announcing that I am ordering a holiday para walang masaktan. Walang trabaho ang gobyerno at classes suspended," Duterte said.

Defense Secretary Delfin Lorenzana also told the press about Duterte's plan to suspend work and classes.

“During my interaction with him early this week, sinabi niya na pagka magkaroon ng massive rallies sa Metro Manila and it might inconvenience the public, para hindi ma-inconvenience, sinabi niya, ‘di ko na lang sila papasukin," Lorenzana said.

“[He] will declare na wala nang papasok sa mga opisina so they will have a free hand kung anong gagawin nila sa mga demonstration nila. That’s what he said,” he added.

UPDATE: Report said that document suspending government work and classes has not yet been signed by the president.
