Smart rolls out 4.5G LTE-Advanced mobile service in PH

MANILA, Philippines - PLDT wireless subsidiary Smart Communications (Smart) has begun to roll out the country’s first LTE-Advanced (LTE-A) service which can provide significantly higher data speeds than existing LTE services using a capability called “carrier aggregation.”

Initially deployed in Boracay, Aklan, one of the country’s leading tourist destinations, Smart’s LTE-A service there has posted speeds of up to 250 Mbps.

“With the introduction of our LTE-Advanced service, the next stage of development of 4th generation of mobile technology, Smart is again at the technology forefront, setting the bar higher for mobile service experience,” said Joachim Horn, PLDT and Smart chief technology and information advisor.

Smart joins the short list of operators around the world that have tested and rolled out the technology, which is also referred to as 4.5G. This list includes Optus in Australia, Sprint in the US, and Turkcell in Turkey, among others.

“Combined with our other network improvement initiatives for both our mobile and fixed line networks, the introduction of LTE-A will help boost internet services in the country and enable more Filipinos to enjoy and benefit from the fast-growing range of digital services that PLDT and Smart offer,” he said.

“We are also planning ahead, in anticipation of future advances in technology. Our current investments in network facilities are already being done in a way that will enable us to be ready for 5G when it arrives sometime in 2020. For this purpose, we are working closely with NTT DoCoMo, which is one of the global pace-setters in the development of 5G,” Horn added.


A much wider highway

Carrier aggregation refers to the ability of LTE-A to combine two or more radio frequency bands in order to deliver bigger bandwidth and faster data speeds to mobile users.

“This is like being able to put together two or more separate highways in order to create a wider highway through which vehicular traffic can flow more freely and at a much faster rate,” Horn said.

“Wireless technologies being a shared resource, the actual customer experience is typically less than the peak speeds being registered during tests. But, carrier aggregation on LTE-A, by combining the capacities of two or more frequency bands, will enable Smart to deliver to subscribers with LTE-A devices consistently higher speeds than is possible using LTE. In Boracay, we have combined three frequencies, which is a first in the country,” he explained.

For Smart subscribers using LTE-A capable devices, this translates into superior experiences when using various data services, particularly bandwidth-heavy services like video- and audio-streaming, and gaming.

Currently, the LTE-A capable devices include the Samsung Galaxy S7 and the Samsung Galaxy S7 edge. Other handset manufacturers are expected to introduce their own LTE-A devices soon.

Smart ran several tests of LTE-A in 2013 – in Boracay during the Geeks on a Beach startup conference; in Davao City during the Kadayawan festival; and in Makati City. The introduction of LTE-A capable devices since then has opened the door for its roll-out.


A broader effort

Horn explained that LTE-A is the “cutting edge” of a broader effort to improve the cellular and mobile internet services of Smart and Sun subscribers.

In a network integration program started last year, for example, Smart and Sun have been synergizing their networks to improve the coverage and quality of service for the subscribers of both brands using 2G, 3G and LTE capable devices.

“For example, where it makes technical and marketing sense, we equip a single cell site – either of Smart or Sun – so that this can serve the subscribers of both brands,” Jorn said.

As a result of this program, depending on the area, the effective coverage for Smart and Sun subscribers increases by anywhere from 50% to 100%. The program is expected to be completed by end-2016 or early 2017. This was part of PLDT’s P43-billion capital expenditure program (capex) in 2015 and will be funded by the 2016 capex budget which has been set at the same level.

In this program, specific attention is being given to enhancing 3G/HSPA/HSPA+ coverage and capacity because about 90% of Smart and Sun subscribers who go online use 3G handsets.

“Improving our 3G data service thus delivers immediate benefits to the largest number of people in our subscriber base. At the same time, we have been expanding the coverage of our LTE network because the number of subscribers using LTE phones is steadily rising,” Horn said.

“And now, we have also begun to deploy LTE-A. The pace of this deployment will be driven by several factors, including the rate at which subscribers start using LTE-A capable devices,” he added.

Sandiganbayan grants bail to Napoles, Masbate governor

MANILA, Philippines - The Sandiganbayan's Fourth Division of the anti-graft court has granted businesswoman Janet Lim-Napoles and Masbate Governor Rizalina Seachon-Lanete to post bail for the controversial plunder case in connection with the alleged misuse of the lawmaker's Priority Development Assistance Fund (PDAF).

“Wherefore, considering that there is a finding that the evidence of guilt of accused Lanete and accused Napoles is not strong for the reasons cited above, the respective applications for bail of accused Lanete and Napoles are hereby granted,” the ruling read as shared by GMA News Online.

The accused fixed the bail at P500,000 for each of them.

Napoles and Lanete are both facing plunder and graft cases for the latter's alleged misuse of her PDAF during her term as Masbate representative from 2007 to 2009. According to reports, Lanete allotted her PDAF to fake non-government organizations created by Napoles.

Lanete was jailed since February 2015 at the Camp Bagong Diwa in Taguig City while Napoles was detained in the same jail in April 2015.

Lanete is expected to be released from jail soon after she completed other requirements but Napoles, due to reclusion perpetua as sentenced by the Makati Regional Trial Court for the illegal detention case filed by her second cousin Benhur Luy would have to remain in jail.

On the other hand, the First Division and Fifth Division of Sandiganbayan have denied her petition to post bail for the other plunder case involving Sen. Ramon Bong Revilla Jr. and Sen. Jinggoy Estrada.

While graft is a bailable offense, the plunder case is non-bailable if the prosecution would be able to prove that the evidence of guilt against an accused is strong.

Through a note shared on Facebook on Monday, April 11, Su shared how the DuCay plan will work based on three different sources.

According to Su, eradication is the tandem’s aspirational goal yet their realistic aim is suppression. The mission will consist of three phases including intelligence gathering, rapid legal case building and arrests.

Although Duterte and Cayetano have not been elected president and vice president, respectively, Su claimed that intelligence gathering had begun last year. Once Duterte becomes the president of the country, intelligence gathering, which is modelled loosely on the prisoner’s dilemma, will gain a rapid component through executive order. The process is expected to finish in a matter of two to three weeks and a short list of critical targets must be the final output.

A sizeable team of lawyers and paralegal will be involved in the next phase. Su stressed that both Duterte and Cayetano are lawyers in good standing and that they already have “eager idealistic lawyer leaders” who will be recruited once the operation starts. Legal case building is expected to come up with actionable outputs in 2 to 3 months. Middle-rung people with concrete evidence pointing to the top of the management are the early targets of this operation. Scaring the boss or the management to flee the country is the main goal of legal case building. Otherwise, they will be killed in the third phase of the operation.

In the third phase, which will involve executions, warrants will be issued along with arrests done within a tight schedule. Depending on the case, the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) will be involved.

He wrote: “Some of the targets will resist arrest, Duterte will direct the executors to defend their lives. Duterte guarantees legal protection and full support should they need to eliminate the bad elements to avoid casualties on the police / military side.”

No incentives will be given but there will be a possible salary hike as reward for a successful mission.

Furthermore, Su said that Cayetano’s job is to isolate the plan from politics, help develop the legal component and weave out the aftermath of the batches of arrest. In case Cayetano doesn’t win the vice presidential race, Duterte will appoint him to do the job.

The DuCay tandem is confident that the operation will work since it has been done numerous times in Davao City.

“The goal is not eradication but to form a battlefront with a bi-annual tick-tock of hitting crime and corruption, buy time to strengthen components against crime and corruption, hit crime and corruption again, improve another component of government, rinse and repeat until crime is so low people can walk in the streets without worry.”

Interestingly, drug addicts will be given a free rehabilitation program and a monthly allowance of around P4,000.

Moreover, other aspects that will help support the mission include: nationwide 911 system, heavy reliance on embedded agents like tricycle drivers and street vendors, more CCTVs in Metro Manila, doubling of police salary, proper use of intelligence funds, upgraded crime labs, and to make prisons more miserable.

In August last year, official results were announced after five working days. 2,462 out of 4,731 passed the examinations.

Heart defends husband Chiz over “robotic tone”

MANILA, Philippines - Kapuso actress Heart Evangelista has defended vice presidential candidate Senator Francis “Chiz” Escudero against people who made fun of his “robotic voice” during the Commission on Elections-organized (Comelec) debate on Sunday, April 10, at the University of Sto. Tomas.

Escudero was ridiculed on social media for his seemingly-rehearsed circuitous answers and “robotic” tone during the PiliPinas debates 2016. Personalities such as Ethel Booba, Teddy Locsin Jr. and Juan Miguel Severo criticized and poke fun on the vice presidential aspirant on their Facebook accounts. Escudero’s manner of speaking even generated jokes and memes among netizens.

On her Instagram account on Tuesday, April 12, the 31-year-old actress likened her husband to Waze, a popular traffic and navigation app.

She quoted a certain J. Guiang: “Tulad ng 'Waze,' gusto mo man o ayaw ang boses na nagsasalita sa app, dadalhin ka naman niya sa destinasyon na hangad mong puntahan.” (Like Waze, whether you like or don’t like the voice speaking in the app, it will bring you to the destination you want to reach.)


Evangelista wrote in the caption of a separate Instagram post: ”Wala sa tono ng salita, nasa gawa!" (It’s not in the tone of voice, it’s in what you do!)

In a chance interview with reporters on Monday, April 11 at Santa Rosa, Laguna, Escudero revealed he didn’t mind comments that he did not do well during the vice presidential debate. While his rivals Senators Alan Peter Cayetano, Ferdinand “Bongbong” Marcos Jr., and Antonio Trillanes IV lambasted each other during the debate, Escudero chose to lie low and rarely asked questions to other candidates.

According to Escudero, it’s not his style to attack opponents.

“Hindi ko ginawa 'yon kagabi. Hindi ko ugali, hindi ko rin estilo 'yon. Hindi ko kailangan sigurong apakan o sirain ang sinomang kapwa ko kandidato,” Escudero told reporters.

The two-day exam for REE covered the following subjects: mathematics, engineering sciences and allied subjects (Day 1) and electrical engineering professional subjects (Day 2). For RME exams, it covered technical subjects ( i.e. basic electricity, test equipment and electrical measurements) and Philippine Electrical Code.

The passing general weighted average rating is seventy percent (70%) with no grade below fifty percent (50%) in any subject.

According to PRC, the target release date of April 2016 Electrical Engineer board exam is on Friday, April 15 or in 3 working days after the test.

In April 2015 exams, results were released in just 2 working days. PRC named 884 out of 1,886 Registered Electrical Engineers and 1,134 out of 2,705 Registered Master Electricians who have successfully passed the the Electrical Engineer Licensure Examinations.

In September 2015 exam, PRC announced results in 3 working days. 2,536 out of 3,772 Registered Electrical Engineers and 1,886 out of 2,993 Registered Master Electricians successfully passed tests.

We advise examinees to monitor results starting Thursday, April 14.

Duterte overtakes Poe in new Pulse Asia survey, Marcos claims lead for VP

MANILA, Philippines - Davao City Mayor Rodrigo R. Duterte has overtaken consistent front-runner Senator Grace Poe in the new pre-electoral national survey conducted by Pulse Asia and commissioned by broadcast giant ABS-CBN.

Pulse Asia on Tuesday, April 12, said they used using face-to-face interviews to 4,000 registered voters during the survey fieldwork from March 29 – April 3. The research firm said the nationwide survey has a ± 1.5% error margin at the 95% confidence level.

If the May 2016 elections were held during the survey period, 30% of Filipino registered voters would elect Duterte as the country’s next president.

Poe has been relegated to second place (25%) while Vice-President Jejomar C. Binay and former Department of Interior and Local Government (DILG) Secretary Manuel A. Roxas II find themselves statistically tied for third place (20% and 19%, respectively).

Only 2% of registered voters choose to support Senator Miriam Defensor-Santiago’s presidential bid.

In terms of second-choice voter preference, Poe leads with 31%. Binay registers the second highest second- choice voter preference of 19%.

Pulse Asia said that almost two (2) out of every 10 registered voters with a first choice for president (17%) do not have an alternative candidate for the post. Senator Poe has the most to gain should Davao City Mayor Duterte not pursue his candidacy as 41% of his original voters name her as their alternative presidential candidate.

With 28% of registered voters naming him as their original candidate for vice-president, Senator Ferdinand R. Marcos, Jr. leads the vice-presidential race.

Sharing second place are Camarines Sur Representative Maria Leonor G. Robredo (22%) and Senator Francis Escudero (21%). Moreover, 15% support the candidacy of Senator Alan Peter Cayetano, 5% favor Senator Antonio Trillanes IV, and 4% back Senator Gregorio Honasan II. Only 5% of registered voters do not name a favored vice-presidential candidate.

12 probable winners in the May 2016 senatorial elections

Of the 50 senatorial candidates in the coming elections, 12 have a statistical chance of making it to the winners’ circle.

Among these probable winners, five (5) are running under the Liberal Party (LP), four (4) are independent candidates, and the United Nationalist Alliance (UNA), Nationalist People’s Coalition (NPC), and Akbayan all have a candidate each.

Leading the list of probable winners are Senator Vicente Sotto III (49.4%) and Senate President Franklin M. Drilon (48.9%), both of whom are ranked 1st to 2nd.

Among the other candidates with a statistical chance of winning are: (1) former Senator Francis N. Pangilinan (45.0%, 3rd to 4th places); (2) former Senator Panfilo M. Lacson (43.9%, 3rd to 4th places) and (3) former Senator Juan Miguel Zubiri (37.3%, 5th to 6th places).

NAIA official wants to hire a feng shui expert after a series of airport mishaps

MANILA, Philippines- Following a series of unfortunate events including a five-hour blackout, a collapsed ceiling, death, and several suicide attempts, an official of the Ninoy Aquino International Airport (NAIA) Terminal 3 has suggested to consult a feng shui expert in order to take away the “bad luck.”

The unnamed official advised NAIA-3 manager Octavio Lina to seek the help of a feng shui expert or geomancer to identify what’s wrong with the building’s design and drive evil spirits inside the terminal.

In a report by Philippine Star, Lina revealed he might recommend the idea to Manila International Airport Authority (MIAA) general manager Jose Angel Honrado.

Apparently, a security guard died inside the airport terminal in a motorcycle accident two years ago.

Moreover, several superstitious officials of the airport believe that the demolition of chapel and a whole community across the street when the airport was being constructed could be one of the reasons behind the airport mishaps. However, a new and bigger church had already been built on the site of the previous one.

The idea of consulting a feng shui expert came after the NAIA terminal 3 blackout, whose exact cause remains unknown.

On April 2, the blackout at NAIA terminal 3 caused the cancellation of 82 local flights and delays in at least four international flights. At least 14,000 passengers were affected by the crippling power outage.

Despite calls for resignation, Honrado attributed the incident to bad luck. According to him, the generators did not work well as expected. As a result, the lighting, elevator and escalator, conveyor, air-traffic control and other systems failed to run.

Speaking to reporters, Liberal party(LP) standard bearer and former Department of Transportation and Communications (DOTC) chief Manuel “Mar” Roxas II has called for an unbiased and comprehensive investigation of the incident to determine its cause. He also wanted concerned officials to be “fired, punished and reprimanded”.

LP secretary general Joseph Emilio Abaya is the current head of the DOTC.

WINNERS AND LOSERS: The PiliPinas 2016 Vice Presidential Debate

MANILA, Philippines - Better than Pacquiao-Bradley. That’s how the recently vice presidential debate organized by the Commission on Elections (Comelec) last Sunday, April 10 went on.

The overflowing trading of barbs against each other even made the lone vice presidential debate a standout compared to the previously held presidential debates as observed by netizens and political analysts. As it meaty as it can gets, the gymnasium of the University of Santo Tomas was jam-packed with supporters of the six candidates aiming for the second highest post in the land.

With issues ranging from corruption, poverty, economic growth, political dynasties, human rights abuses, Mindanao, crime eradication, transportation woes, foreign policy and even internet connection, the aspiring second-in-command leaders braved the challenge. Let’s see who were in and out during the debate:

1. “I cannot give what I do not have.” - Senator Ferdinand “Bongbong” Marcos Jr.

If Binay was the subject of mockery and intense castigation during the last presidential debate, it was the turn of the younger Marcos last Sunday as he was under siege from his fellow candidates. The discussion on corruption alone went approximately for an hour giving Marcos longer media exposure albeit he became the subject of scrutiny.

Anyway, good or bad, Bongbong and his set of followers proved what his contemporaries doesn’t have, that the more he gets hurt, the more he is loved by his loyalists. The machinery of the Marcoses seems to be doing its work properly. Bongbong is truly made for politics but he just really needs to find a way on how to address the issues of corruption against his family and make unbelievers focus on his government platforms instead.

2. “It’s the political leadership that will win the day.” - Senator Allan Peter Cayetano

Knowing that he only got one shot to impress the nation, Cayetano made sure that his voice will not only be heard but will resonate all throughout the program with his scathing remarks headed towards his fellow party-mate Senator Bongbong Marcos.

Pitching federalism and strong political will to solve the country’s predicaments, Cayetano made sure that every minute that was allotted for him will make him a standout and he did. Cayetano remained aggressive in the entirety of the debate, alternately attacking Marcos, the Liberal Party, Aquino administration, Secretary Jun Abaya and of course, Vice President Binay who was at the audience. Although he made quite a good strategy to win the anti-Marcos crowd, his style can also spell the opposite come election day as Marcos is known to reverse any harmful elements to his campaign into an additional asset.

3. “Sa amin pong anim, may the best woman win!” - Congresswoman Leni Robredo

She started softly but the unassuming Camarines Sur representative finally exposed her fierceness and delivered the now famous one-liner “May the best woman win,” implying the looming possibility of winning the election next month against his all-male rivals.

Robredo exuded an aura of confidence and independence from his running mate, former DILG Secretary Mar Roxas by addressing issues with concrete answers and admitting that the current programs of the administration needs to be improved. Instead of making any reference of the works of her late husband Jesse Robredo to impress the crowd, Leni opted to share her own vision of good governance and brought with her solid figures of facts that supported her stance on the issues presented to her in which no other candidates that night did so much.

Some may have hit the target but there’s the other half who could have done better during the debate.

1. “Bilang sundalo po at rebelde, paulit-ulit ko pong itinaya ang aking buhay.” - Senator Gregorio Honasan

The former soldier and leader of coups in the past barely made his presence felt. His apparent composure and deep knowledge on issues solidified his name as one of the veterans of Philippine politics but failed to give outstanding views on issues hurdled on him.

Standing in the podium, Honasan remained mum while his contemporaries were trying to outlast each other and was found by the audience as playing safe as he refrained from attacking them which is the name of the game in a highly publicized debate.

If there’s one highly commendable on his performance that night, it’s the way how he centered on the safety and importance of the Filipino family and the right to live.


2. “Ito po ay tungkol sa inyo, tungkol sa interes at kapakanan ninyo, hindi kung sino ang gwapo at maganda dito sa entablado.” - Senator Francis Escudero.

His proposed solutions to issues may have been commendable but it is undeniable that Escudero needs to step up in the game in the last four weeks of the campaign as his other rivals were able to pushed him out of the picture that night and are now catching up with him in the recent surveys.

Escudero was clearly outshone by the Marcos-Cayetano and Marcos-Robredo clashes, which was very surprising given that the young senator had always that capability to attract the interest of the cameras and the public whenever he wants to in the past.

Like Cayetano, Escudero also tried to remind the public that he is the solely, and officially the chosen running mate of Senator Grace Poe in this election as he tried to mention their tandem most of the time in the platform. This is not so good as the senator should’ve shown himself as more secured being Poe’s preferred partner rather than reiterating to the public that he is indeed her chosen one and not Trillanes who is offering himself as Poe’s alternative tandem.

3. "Ang kailangan po natin ay isang Vice President na buo ang tapang na haharap at babanggain sila." – Senator Antonio Trillanes III.

He’s still the valiant rebel soldier that we knew from the last decade, but Trillanes seems to be losing steam on this campaign and we hope it is not because he failed to secure a presidential running mate.

Known to be fiery and full of conviction, Trillanes was just like the Manny Pacquiao of the debate, perceived as a strong contender but failed to showcase such attribute in that three-hour long program. Instead, it was his fellow Nacionalista Sen. Cayetano who took that role that night, making him a mere second voice.

OTHER WINNERS AND LOSERS OF THE DEBATE

The debate didn’t only put the candidates into the limelight but also acknowledged the other elements present in the program and here they are:

(Winner) CNN Philippines

As compared to the previous two presidential debates, CNN Philippines presented a more sophisticated stage design and implemented a calmer but strict imposition of rules among the debaters.

CNN Philippines also exuded its characteristic of being the country’s most globalized media outlet as it introduced some of the CNN’s notable news personalities overseas like CNN Asia Pacific Editor Andrew Stevens, to ask the candidates some questions that they need to address according to their proposed platforms.

(Winner) Pinky Webb

The high caliber broadcast journalist who is making a comeback as CNN Philippines’ newest journo successfully passed her baptism of fire by being able to co-handle the debate with maintained composure. As she also headlines the network’s first Filipino-language newscast “Balitaan,” we expect Webb to bring more contribution to the network in terms of formulating its own distinct characteristic to the Filipino audience.

(Loser) The live audience

Although they added spice to the program, the uncalled jeering of the crowd against the rivals of their supported candidates was disturbing. It can be recalled that the unruly set of audience even started such taunting right at the beginning of the program while Marcos was just having his preliminary talk. Aside from that, the loud hissing of unwarranted comments every now and then just disrupts the airtime allotted for each candidate, making some points heard unclearly.
