MANILA, Philippines - The second leg of presidential debate dubbed as "PiliPinas Debates 2016" for the May 9 general elections happens today, March 20, 2016 at the Performing Arts Hall of the University of the Philippines (UP)-Cebu. TV5, the media partner mounts full livestream for this historic event.

Miriam Santiago skips Comelec-TV5 #PiliPinasDebates2016

The presidential candidates who will have their face offs today are: Vice President Jejomar Binay of United Nationalist Alliance (UNA), DILG secretary Manuel Roxas II of Liberal Party (LP); Independent candidate Senator Grace Poe; and Davao Mayor Rodrigo Duterte of PDP-Laban.

In a statement, Presidential candidate Miriam Defensor Santiago said she will not be attending the debate to undergo a clinical trial to fight her cancer.

"I am very sorry to miss out on the debates, but it would be a disservice to the country if I forego the opportunity to get rid of my cancer completely and strengthen myself further to serve the Filipino people," Santiago said.

Reports said that the presidential hopefuls will arrive at the debate hall at 3:00 p.m. on Sunday. The Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) were also deployed around the campus for their security.

Second presidential debates topics, format

PiliPinas Debates 2016 on TV5 will be "better, with longer hours and less advertisement," Comelec chairman Andres Bautista announced.

This is the answer to complaints received from the first presidential debate last February 21 sponsored by GMA-7 as it drew flak from critics and netizens on its format, long commercial breaks and the effectiveness of the discussions.

This time, the debate proper will run from 5:00 p.m. to 8:00 p.m. (1 hour longer) and with prelude at 4:30 p.m. Live streaming will be available from 4:30 p.m. on TV5.

TV5 veteran journalist Luchi Cruz-Valdez will serve as the moderator. The panel of interrogators is composed of TV5 news anchor Erwin Tulfo, TV5 public affairs host Lourd de Veyra, Bloomberg TV host Anthony Abad, RMN news anchor Rufill Banoc, The STAR editor-in-chief Amy Pamintuan and associate editor Marichu Villanueva.

Bautista added that the way of questioning will be different for every round. During the first round, the panelist will be questioning the presidential candidates (panel discussion format) and, on the second round, each contender can raise a question against the other debater (one-on-one toss-up).

With the changes, each presidential candidate will have 120 seconds or two minutes – from the previous 90 seconds – to answer questions, and 30 seconds to make a rebuttal.

The topics to be discussed are disaster preparedness, climate change, health care, women's rights, education and fighting corruption.

Pilipinas Debates Schedule

After the Cagayan de Oro and Cebu debates, Comelec will also organize the third and final presidential debate on April 24 at the University of Pangasinan for the Luzon leg. ABS-CBN and Manila Bulletin will serve as media sponsors.

Meanwhile, the vice presidential debate is set on April 10 at the University of Santo Tomas (UST) to be organized with the help of CNN Philippines, Business Mirror and Rappler.

Brian Poe Llamanzares, who recently made headlines because of a controversy involving his fake Nike McFly 2015 shoes, emerged as another favorite for his good boy appeal. The bedimpled 24-year-old son of Poe previously worked as a rookie reporter at CNN and earned the “Most Outstanding TV Reporter” award. He was previously linked to Kapamilya talent Myrtle Sarrosa and Kapatid actress Jasmine Smith.

With his good looks, several netizens have tagged Roxas’ son Paolo Gerardo as a certified headturner. The 22-year-old child of Roxas with former girlfriend and 1971 Miss Young International Philippines winner Maricar Zaldarriaga served as his father’s best man during his wedding with Sanchez in 2009.

On the other hand, it seems that vice presidential son and former Makati City mayor Jejomar “Junjun” Binay failed to attract netizens with his physical attributes. He was the mayor of Makati City from 2010 to 2015 before being dismissed for graft charges and falsification of documents over the construction of Makati City carpark building which amounted to P2.2 billion.

List of Passers: LET Results March 2016 teachers board exam

Those awaiting results of March 20, 2016 LET (Licensure Examination for Teachers) or known as Teachers Board Exam can find here the full list of passers, top 10 (topnotchers), top performing schools and performance of schools as the Professional Regulation Commission (PRC) and the Board for Professional Teachers (BPT) released official results in 29-42 working days after the exam.

The PRC administered the LET board exam in at least 20 test locations nationwide: NCR (Manila), Baguio City, Cagayan de Oro (CDO) City, Cebu City, Davao City, Laoag City, Legazpi City, Albay, Lucena City, Quezon, Pagadian City, Zamboanga Del Sur, Rosales, Pangasinan, Tuguegarao, Masbate City, Antique, Bacolod, Iloilo, Catarman, Jolo, Sulu, Tacloban, Tawi-tawi, Zamboanga, Occidental Mindoro, Oriental Mindoro, Palawan, Romblon.

Though the total number of takers nationwide was not announced but PRC Baguio said a total of 7,938 examinees took the exam in Baguio and Rosales, Pangasinan. The counts is almost same with the March 2015 board exam.
The BPT who gave the licensure exam is composed of Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members.

Coverage of Exam and Passing Percentage

The first licensure examination for teachers this 2016 covered two (2) parts for Elementary - General Education (40%) and Professional Education (60%) and three (3) parts for Secondary - General Education (20%), Professional Education (40%) and Specialization (40%).

The test covered the major areas of GE (English, Filipino, Mathematics, Science and Social Sciences subjects), PE (teaching profession, social dimensions of education, principles of teaching, education technology, curriculum development, facilitating learning, child and adolescent development, assessment of student learning, developmental reading, field study and practice teaching). The 10 specializations for Secondary Teacher with exam coverage depends on the chosen course: English, Filipino, Biological Sciences, Physical Sciences, Mathematics, Social Studies or Social Sciences, Values Education, MAPEH, Agriculture and Fishery Arts and TLE (Technology and Livelihood Education.

In order to pass March 2016 LET, an examinee must obtain an average rating of not less than 75% and must have no rating lower than 50% in any of the tests, PRC said.

Probable release date of LET Results

PRC Board News, our partner website for PRC exam results said that the probable release date of March 2016 LET exam is between May 2 (Monday) and May 20 (Friday). The expected date excludes holidays (Maundy Thursday, Good Friday and national election day) and weekends. A total of 61 calendar days or about 2 months was calculated.

According to PRC Resolution No. 2015-948, the target release date of March 2016 LET results is on Monday, May 16, 2016 or in 38 working days after the exam.

In March 2015, results are out after 38 working days. A total of 12,103 elementary teachers out of 44,144 examinees (27.42%) and 17,904 secondary teachers out of 56,596 examinees (31.63%) successfully passed the LET.

In September 2015 exams, results were out online after 48 working days. PRC named 21,461 elementary teachers out of 68,442 examinees (31.36%) and 34,010 secondary teachers out of 81,463 examinees (41.75%) who have hurdled the licensure exam.


Updates before the release of LET results

Aside from the full results, the registration schedule for the issuance of Professional Identification Card (ID) and Certificate of Registration will be announced. The requirements for the issuance of Certificate of Registration and Professional Identification Card (ID) are the following: 1) duly accomplished Oath Form or Panunumpa ng Propesyonal; 2) latest Community Tax Certificate (Cedula); 3) 1 piece passport size picture (colored with white background and complete nametag); 4) metered documentary stamp for the Oath Form; and 5) the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2016-2019. Successful examinees should PERSONALLY register and sign in the Roster of Registered Professionals.

The dates and venues for the oathtaking ceremonies of the new successful examinees in the said examination WILL BE ANNOUNCED LATER, PRC said.

Sen. Miriam skips second presidential debate to join clinical trial

MANILA, Philippines - Presidential candidate Miriam Defensor Santiago said that she will not be attending the Commission on Elections (Comelec) and TV5's second presidential debate scheduled this Sunday, March 20, after being accepted as fit to undergo a clinical trial for a new, unnamed anti-cancer pill.

Santiago said she joined the international clinical trial to gain free access to the medication, which would otherwise cost reportedly half a million pesos every three weeks. The trial requires Santiago to report for outpatient radiation treatment at the hospital daily for a short period.

The senator said she will try and participate in the third and last presidential debate on April 24 (to be handled by ABS-CBN) if the ongoing treatments do not inhibit her.

"I am very sorry to miss out on the debates, but it would be a disservice to the country if I forego the opportunity to get rid of my cancer completely and strengthen myself further to serve the Filipino people," Santiago said.

Prior to her announcement, the senator, who was diagnosed with lung cancer, stage four, in June 2014, has delivered speeches in several universities around the country, banking on her popularity among the youth to buoy her presidential bid.

In all her campus speeches, Santiago urged millennial voters to vote for candidates with academic, professional, and moral excellence. She also asks the youth to campaign for her recalling the massive impact of youth volunteers in her 1992 run.

Santiago has been dubbed the "president of campuses," having topped the following university surveys conducted since the filing of certificates of candidacy in October:

Universilty of the Philippines (U.P.) Los Baños, 86 percent;

University of Santo Tomas, 66 percent;

Santiago has also previously said that her campaign will bank heavily on her strong social media base. With some 3.4 million followers on Facebook and some 2.4 million on Twitter, Santiago has the biggest social media clout among the presidential candidates.

LRT, MRT and PNR schedule for Holy Week 2016 released

MANILA, Philippines - The Light Rail Transit (LRT), Metro Rail Transit (MRT) and Philippine National Railways (PNR) schedule for Holy Week 2016 has been released online.

LRT 1 and 2 Holy Week 2016 Advisory

Light Rail Transit Authority (LRTA) Spokesperson Hernando Cabrera announced on Twitter that the last train schedule for LRT 2 is 8:00 p.m. from Santolan and from Recto 8:30 p.m. on March 23. There will be no train operations from March 24 (Maundy Thursday) to March 27 (Easter Sunday).


Due to the observation of Holy Week and annual maintenance, LRT 1 also announced operation suspension from March 24-27 (Maundy Thursday to Easter Sunday). The regular service will resume on Monday, March 28 at 5:00 a.m.


The LRT1 is the oldest mass transit system in Southeast Asia that runs from Baclaran in Parañaque City to Roosevelt Avenue in Quezon City. Meanwhile, LRT 2 stretches from Recto in Manila to Santolan in Pasig City.

MRT Holy Week 2016 Advisory

Meanwhile, DOTC-MRT3 also advised that there will be no MRT operations/revenue service on March 24-27. Regular operations will resume on March 28 from 4:30 a.m. to 10:00 p.m.

On March 23 (Wednesday), there will be full operations from 4:30 a.m. to 10:00 p.m.

MRT runs along EDSA from Taft Avenue in Pasay City to North Avenue in Quezon City.

PNR Advisory

PNR advised that there will be no operations from March 24-26 due to maintenance activities. The full operation will resume on Sunday, March 27.

On Wednesday, the last train from Tutuban will depart at 6:35 p.m. while the last trip from Alabang at 8:00 p.m.

Additional Updates: MMDA Advisories

The Metropolitan Manila Development Authority (MMDA) has lifted the number coding scheme in all cities and municipalities in Metro Manila from March 24-25. Number coding is lifted also for provincial buses only on March 23.


The Pasig River Ferry has no operation from March 24-26. Operations on March 21, Monday starts at 12 noon.


The Department of Public Works and Highways (DPWH) road repair and reblocking for Holy Week is scheduled on March 23 at 10 p.m. to March 28 5 a.m.

MANILA, Philippines - The country's leading shopping mall SM Supermalls and other major malls in the country officially released their business hours schedule for March 21-27 for the Holy Week 2016 observance.

Check out the list of their given schedule from Holy Monday to Easter Sunday: SM Supermalls, Ayala Malls (Greenbelt, Glorietta, Trinoma, ATC, Abreeza), Powerplant, Market! Market!, Greenhills Shopping Center, Robinsons Malls, Ever Gotesco, Shopwise, Eastwood and other malls.

Majority of the malls are closed for two (2) days for the Maundy Thursday and Good Friday (March 24-25). Regular mall hours are back on Black Saturday (March 26).

SM Supermalls on their Facebook page posted the detailed schedule for Holy Week 2016 operations. On Thursday and Friday, all malls will be closed except SM City Baguio at 10am-10pm and Mall of Asia Veranda restaurants and SM By the Bay at regular operating hours. Regular mall hours on Saturday except for Baguio, Novaliches and San Lazaro branches at 10am-10pm.
