Pangasinan 'rare disease sufferers,' other patients in PH to benefit on new health law

MANILA, Philippines - Two years ago, the alleged 'mysterious disease' in Pangasinan province went viral online. Authorities then clarified that patients are suffering from rare diseases leprosy and severe case of psoriasis to dispute original report from ABS-CBN.

Reporter Jasmin Romero described the two patients from Santa Barbara and Villasis as having “decaying” (naaagnas) skin due to a “mysterious disease” (misteryosong sakit).

The Department of Health (DOH) local official said that the case is called necrotizing fasciitis, a serious bacterial infection that spreads rapidly and destroys the body’s soft tissue.

The incident became a wake up call for the government to push for the passage of a bill that will mandate the government to assist persons with rare disease by increasing their access to medical treatment and drugs.

On Wednesday, March 9, Teofisto "TG" Guingona III, Senate chairman of the Committee on Health and Demography announced that Sen. Pia Cayetano's the health bill, which mandates PhilHealth to cover the treatment of rare diseases, has finally been signed into law.

Republic Act 10747, otherwise known as the Rare Diseases Act of the Philippines, was signed by Pres. Benigno S. Aquino III early March. The new law seeks to "improve the access of patients diagnosed to have a rare disease, or patient highly suspected of having a rare disease, to comprehensive medical care and to timely health information to help them cope with their condition."

Guingona co-sponsored the Rare Diseases Act legislated by Sen. Pia Cayetano, who serves as vice chair of Guingona's health committee. "To patients afflicted with rare diseases, the law ends the days of going through it alone," Guingona said. "It puts into place a permanent and sustainable mechanism by which government could care for the health of everyone with rare or orphan disorders."

The Philippine Society of Orphan Disorders informs that, apart from those whose ailment is undetected or kept in secret, rare diseases afflict one out of 20,000 people. Children comprise as much as 75 percent of those with rare diseases.

Guingona said that unlike patients with conventional ailments, those afflicted with rare diseases often need treatment and care for the rest of their lives. Accordingly, RA 10747stipulates that those suffering from a rare disease will be considered as Persons with Disabilities (PWDs) and shall enjoy the same benefits mandated by RA 7277, as amended, or the Magna Carta for Disabled Persons.

In addition, the new law mandates that orphan drugs and products for the sole use of patients with rare diseases, as certified by the FDA will be exempted from all taxes and customs duties.

"I thank the President and Sen. Pia Cayetano for giving the sick a fighting chance and once again demonstrating the administration's policy of inclusivity," said Guingona.

Grace Poe wants gov't hospitals to pay nursing interns

MANILA, Philippines - To encourage more nursing students to consider a career in public health, leading presidential candidate Sen. Grace Poe wants government hospitals to pay nursing interns for their work and, whenever possible, to hire them when they graduate.

Speaking at the Samar State University in Catbalogan City on Thursday, Poe said nursing students who choose to do their internship in public health facilities should be compensated according to the work they do.

"Ang masakit sa mga nursing students na nag-iinternship, kayo na ang nag-iinternship kayo pa minsan ang nagbabayad ng mga kailangan ninyo para sa internship. Dapat naman siguro kayo naman ang bayaran ng allowances for your internship programs. Kasi kahit na ba estudyante lang, hindi naman nila-lang ang tulong ninyo sa ospital," she said in response to a student's question on the plight of unemployed nurses.

Private health institutions are known to collect fees from their internship applicants as students compete for slots in big-name hospitals and employment possibilities abroad. Even government institutions used to have a professional volunteer nurse program, where nursing graduates pay a fee so they can gain experience working in tertiary hospitals.

The senator, who had proposed legislation requiring government offices to compensate and train its interns, said government hospitals should reserve specific slots for nursing students.

"Para sa akin ang government hospital dapat mandated mag-hire mga intern na nurse at bigyan (sila) ng sweldo. At least magbigay sila ng cut-off, halimbawa five percent of the workforce will be students," Poe said.

There are 5,294 government nurses as of 2011, according to the Philippine Statistics Authority. This means there is only one government nurse for every 18,000 Filipinos, a long way from the ideal ratio of 23 nurses per 10,000 population.

Last year, Poe filed Senate Bill No. 2946, which seeks to institutionalize the Government Internship Program (GIP) and set aside P100 million for the compensation and training of all government interns.

Under Poe's proposal, all government interns who are able to fulfill their duties shall receive 70 percent of the Step 1, Salary Grade 1 under the Salary Standardization Law. This is equivalent to a monthly pay of P6,750, to be given every 12th and 27th of the month.

"Kayo ay nagpupuyat rin, kayo ay nagbibihis sa mga pasyente, kayo ang nagbibigay ng gamot, kayo ang umaalalay sa kanila tapos kayo pa ang magbabayad ng mga libro at mga uniform ninyo para pumunta doon? Ano ba naman 'yung bigyan kayo ng allowance para doon?" Poe said.

The leading presidential candidate vowed to push for the strict implementation of the Magna Carta for Health Workers, which provides hazard and subsistence allowances for government health workers.

She said she also supports increasing the minimum salary of nurses to P25,000 monthly. An entry-level government nurse is paid P19,000 monthly, which is higher than the P13,000 remuneration of nurses in private hospitals.

"Kailangan pataasin. Kailangan magkaroon ng hazard pay ang mga nurses natin. Kasi katulad nyan, nagpunta kami sa inyong ospital dito, andaming overworked, underpaid. Merong nahawahan ng meningococcemia na isang health worker. Kailangan talaga meron silang additional pay," Poe said.

Tordesillas also hinted that this Kapamilya star will transfer to "follow look at the rainbow for a happy heart."


Though the name of the star was not mentioned, but, some netizens guessed Tordesillas is referring to John Prats, who currently appears on various ABS-CBN programs 'Banana Sundae' and 'ASAP.'

Prats was paired with Heart Evangelista on different shows and movies such as G-Mik Trip, Ang Tanging Ina, My First Romance and Berks in 2000-2003. During the success of their loveteam, they won the (Most Popular Loveteams of RP movies) from 33rd Guillermo Mendoza Memorial Scholarship Foundation.

The 20-year old Education student of Batangas State University (BatSU) Raymond Capino impressed the judges composed of comedian Vice Ganda, actress Angel Locsin, actor Robin Padilla and ABS-CBN board member Freddie M. Garcia.

As a flow artist, the goal is to achieve a meditative mental state called "flow" rather than just entertain. Capino showed his art with hula-hoop props with Jessie J' s 'Flashlight' in the background.

VIRAL: Young girl threatens to smash car window after driver refused to give alms

MANILA, Philippines- A netizen shared her disturbing experience which happened at the Katipunan and CP Garcia intersection in front of UP Town Center.

According to netizen identified as Mary, a girl went to the side of her car and mumbled something she couldn’t decipher. Mary simply ignored the girl but the latter’s voice grew louder and began pounding on her car window with a rock. Mary soon realized that the girl was trying to tell her that if she doesn’t give her money, she’ll break her car window using the rock.

Mary signaled her to move away but the girl kept pounding on her window using the rock. Although she was tempted to spray pepper spray on the girl’s face, Mary hesitated realizing that her attacker is just a little girl.

The young girl soon moved to her next target and did the same modus operandi. This gave Mary the chance to capture the girl’s photo.

When Mary was about to leave, the girl stood in front of her car and aimed the rock at her vehicle.

“I am shocked and appalled at what this girl is capable of. Threatening to get money? Who taught her to do that? A few more years and who knows what she’ll be capable to do. Sad,” Mary wrote in her post.

In 2011, Sen. Francis “Chiz” Escudero, chairman of the Senate Committee on Justice and Human Rights at that time, proposed to lower the minimum age of criminal responsibility to age 9 as stipulated under P.D. 603 or the Child and Youth Welfare Code of 1974. According to Escudero, R.A. 9344 which states that 15 is the minimum of age of criminality responsibility has resulted in more crimes being carried out.
