MANILA, Philippines -Jhayron Malayao, 12, tragically died of drowning after plunging into Pasig river from Jones bridge on Thursday, February 18 at around 5pm.

A Facebook video shared by netizen Bartome Hadikain revealed the unfortunate turn of events after a group of young boys pressured each other to jump from the bridge into the river. Each of the four boys in the group boldly took the plunge from the high bridge to the deep waters of Pasig river.

When it was Malayao’s turn to jump into the river, the young boy showed hesitation as to whether he should go for the dive. But due to peer pressure, Malayao, who appeared too scared to jump, soon found himself doing the dare as he jumped from the lower portion of the bridge.

But unlike his friends, Malayao didn’t emerge from water after jumping. His pals tried to search for him, but Malayao’s lifeless body would only be found a day after, floating along the river in Tondo area. Employees of Manila International Container Terminal were the ones who discovered his body.

As of press time, the video of the incident has spread like wildfire on social media getting almost 1.5 million views and more than 21,000 shares.

In November 2015, a Manila Electric Co. (Meralco) employee lost his life after drowning in Pasig river. Jose Mari Del Rosario, a 27-year-old driver, lost control of the Toyota Vios vehicle he was driving along J.P. Rizal Street in Guadalupe, Makati. As a result, his vehicle swerved and plunged into the river. Unable to escape the sinking vehicle, Del Rosario died of drowning.

MANILA, Philippines - President Benigno Aquino III on Friday, February 19, 2016 signed the Executive Order to increase salary of government employees.

Through EO No. 201, PNoy modifies the salary schedule and authorizes the grant of additional benefits for both civilian and military and uniformed personnel (MUP).

The Salary Standardization Law (SSL4) increases the salary of about 1.6 million government workers by an average of 27 percent.
"We commend the President for his swift and decisive action in response to the congressional deadlock on the issue of the indexation of MUP pension, which resulted in the non-passage of the proposed Salary Standardization Law of 2015 (SSL 2015), " DBM Secretary Florencio B. Abad said.

This action by the President leverages the benefits package in order to increase the take-home pay of government employees as stipulated in the proposed SSL bills.

Compensation Adjustment Strategy

a) Raise the minimum salary for Salary Grade 1 from the current rate of Nine Thousand Pesos (P9,000) to Eleven Thousand Sixty Eight Pesos (P11,068) to make it even more competitive with the market rates;

b) Bring the compensation of government personnel closer to their private counterparts to at least 70% of the median of the market for all salary grades;

c) Eliminate overlaps in between salary grade allocations of government personnel to recognize differences in duties and responsibilities of the positions;

d) Maximize the net take home pay of government personnel through the inclusion of additional benefits; and

e) Strengthen the performance-based incentive system in recognition of government personnel who play a greater role and carry a heavier responsibility in attaining performance targets and delivering results.

The Executive Order effects compensation adjustments for this year as an interim measure to implement Tranche 1 of the proposed SSL, the full year requirement for which has already been provided in the National Budget.

For civilian government personnel, the EO effects the adoption of the same proposals in House Bill 6268 and Senate Bill 2671 for salary increase, the grant of the mid-year bonus equivalent to one month’s basic salary, and the Productivity Enhancement Incentive (PEI) at P 5,000.

Government-owned and controlled corporations (GOCCs) not covered by the Governance Commission for GOCCs may implement the aforementioned compensation adjustments charged to their corporate funds.

LGUs may also implement the compensation adjustments subject to the Personnel Services limitation under the law.

For MUP, the EO effects the increase of Hazard Pay, and the grant of a substantial Provisional Allowance and an Officers’ Allowance in lieu of Base Pay increase. These two new allowances will approximate the additional remuneration had Base Pay been increased. The amounts of these allowances are also based on the proposed increases in Base Pay under the SSL 2015 bill. This is an interim measure until such time that a pension reform measure is passed in Congress that will mitigate the impact of pension indexation.

The implementation of these compensation adjustments provided in the EO shall be effective January 1, 2016 with respect to all civilian and MUP personnel.

With respect to regular members of the Cabinet, the effectivity is on July 1, 2016. For the President, Vice-President, and Members of Congress, the compensation adjustments shall take effect only after the expiration of the respective terms of the incumbents.

"We trust that Congress will pass the SSL when it resumes so that the proposed compensation adjustments to be implemented in four tranches over four years will be permanent," Abad added.

MANILA, Philippines - Online job site Jobstreet has released on Thursday the 2016 salary report which focused on high-paying jobs and trends in the Philippine job market this year.

In a press conference, Philip Gioca, JobStreet.com Philippines country manager said that JobStreet.com findings show that the information technology (IT) field continued its 3-year trend of providing the highest paying jobs across all position levels.

Jobs in IT field include web developer, software developer, and systems administrator.

Managers in IT-related fields earned the highest average monthly salary at P86,550 in 2015, although this was 4.23% lower than the P90,374 average in 2014.

Meanwhile, salaries across the top jobs in demand in the Philippines have increased by 10% compared to last year.

Jobstreet added that salaries, especially for junior executives (employees with 1-4 years’ work experience) and supervisors (employees with 5-9 years’ work experience), increased from at least 2 to 12 percent).

The significant rise is attributed to the good economy, lowest unemployment rates in years, and the resulting competitive play in the job market.

The business process outsourcing (BPO) industry continues to post the highest prospects for jobseekers in general with 260,278 jobs in 2015 or a third of the 781,766 available jobs advertised on JobStreet.com. Other industries providing the most jobs are retail and manufacturing.

MANILA, Philippines- A video of the supposed uncut version of boxing icon and Senatorial aspirant Manny Pacquiao’s controversial interview with Bilang Pilipino has recently emerged online.

On Thursday, February 18, netizen Rupert James Garcia uploaded the 1-minute video clip on his Facebook page. The clip quickly captured the attention of Facebook users with over 14,000 shares and almost 250,000 views as of this writing.

In the video clip, the Sarangani representative explained his stand on same-sex marriage in the Philippines. The eight-time world boxing champion, who is against homosexual unions, compared members of the same-sex relationships to animals. His disputable statement caused outrage in the gay community and severed his business relationship with sports giant Nike.

However, the uncut version of Pacquiao’s revealed something that may possibly change the view of people about the issue.

Towards the end of the video, the 37-year-old professional boxer clarified that he is not condemning gay people.

“Pero I am not condemning them. Yung marriage lang yung committing sin against God,” he said.

(But I am not condemning them, just marriage which is a sin against God.)
