Senate finally gives green light to creation of "green jobs"

MANILA, Philippines - The Senate approved on third and final reading a bill for the creation and development of "green collar jobs" that will enable the country's transition to a low-carbon, resource-efficient, sustainable green economy.

Senator Jinggoy Ejercito Estrada, principal author of Senate Bill 3092 or the proposed Philippine Green Jobs Act, believes that the creation of an army of green collar jobs is a largely untapped employment strategy that should be explored and maximized, given the host of environmental problems we have and the rate of joblessness in the country which remains among the highest in the region.

Green collar jobs or simply green jobs are defined as "employment that contributes to the preserving or restoring the quality of environment, in agriculture, industry or services sector." These are jobs that protect ecosystems and biodiversity, reduce energy, materials and water consumption through high efficiency strategies, de-carbonize the economy, and minimize or altogether avoid generation of all forms of waste and pollution.

Under Senate Bill 3092, the Department of Labor and Employment (DOLE) is primarily tasked to formulate the National Green Jobs Human Resource Development Plan which would identify needed skills, develop training programs, train and certify workers for jobs in a range of industries, and link green job opportunities with the private and public sectors.

"It is high time that the government maps out a comprehensive blueprint and inter-agency cooperation towards mobilizing our workforce and ensuring that they are fully equipped with skills and proficiencies and that host industries are set up towards a seeming global occupational shift to green jobs," Jinggoy, Chairman of the Senate Committee on Labor, Employment and Human Resources Development, stressed.

Considered as among the fastest growing green jobs around the world are recyclers, clean car engineers, water quality technicians, urban growers, green builders, solar cell technicians, wave and wind energy producers and workers, and natural scientists.

For instance, a report by the United Nations Environment Program (UNEP) says that green jobs could be created in the Philippines through installation and service of retrofit kits which were proven to cut fuel consumption by as much as 50% and emission of air pollutants by 90%.

In his version of the bill, Jinggoy said that the government could initially open employment opportunities for tree planters and reforestation rangers, garbage collectors, cleaners and sanitation personnel, and electrification engineers using renewable energy.

Incentives like special deduction from the taxable income and duty-free importation of capital equipment will also be given to business enterprises who shall participate in the green jobs creation and sustenance. Also, government financial institutions in consultation with the Bangko Sentral ng Pilipinas (BSP) shall provide preferential financial packages to companies that create green jobs.

The DOF, DENR, DepED, CHED, TESDA, NEDA, DTI, PRC, DOST, DOTC, DOT, DPWH, and the Climate Change Commission were given specific roles in outlining regulations and implementing plans towards a more integrated approach to achieving a green economy.

Senate Bill 3092 is a substitute bill which consolidated important provisions contained in SB 2315 by Sen. Estrada, and SB 2893 by Senators Loren Legarda and Sonny Angara.

The photo shared by a certain Louise Wong on Top Gear Philippines’ Facebook page earned the ire of pet lovers and other netizens. According to Wong, she and her companions noticed a dog abandoned inside a car with a minimal gap on the window at around 5pm on Sunday, January 31. More than an hour later, they were surprised to find that the dog was still alone in the car.

Wong stressed that UP Town Center is a dog-friendly mall so the pet owner could have simply brought the dog inside the establishment instead of leaving it alone in the vehicle.

“No matter how short the errand (and it wasn't), if they couldn't bring their dog with them, then they shouldn't leave it on its own to overheat or to be locked up,” Wong wrote.

The post has gone viral getting more than negative 21,000 reactions and over 4,000 shares on Facebook.

A certain Ria Ilano wrote: “In other countries, they would break the window of the car to let the dog out. Havent heard that happening in here. But if I saw one and its under the sun, I would do it. And leave a note on the windshield (the RA Animal Welfare Act 8485 strengthened by an amended 10631).”

The American Veterinary Medical Association warned against leaving pets particularly dogs inside vehicles since the temperature in enclosed cars can quickly elevate in a few minutes. Dogs are at risk of suffering heatstroke, which can quickly take their lives in just 15 minutes, when left inside a vehicle.

Born on March 28, 1945 in Maasin, Leyte, Duterte hails from the Visayas region, with a Cebuano blood coming from the Durano and Almendra clans. His father was a mayor of Danao City in Cebu prior to his stint as governor of Davao when the family decided to move in their new bailiwick sometime in 1950s. Duterte admits that he proudly embraces his Cebuano roots and still has a plan to retire at the Queen City of the South in the future.

2. From a family of politicians.

Aside from his father, Rody is also related to the former Cebu City mayor during the 80s, Ronald Duterte, whose father Ramon Duterte held the same position way back in the late 50s. After completing his secondary education, Duterte studied at the Lyceum of the Philippines to earn his Bachelor of Arts Degree. Upon his graduation in 1968, he proceeded to San Beda College for his law studies wherein he graduated and passed the bar exam in 1972.

Due to the social and political statures of his parents, Duterte was appointed to become OIC vice mayor of Davao City prior to the restoration of democracy under the Cory Aquino administration. He ran and won in the 1988 local elections as mayor of the city. His mayorship was only disputed only when he had to run for different positions either as vice mayor or congressman of Davao's first district due to term limitations as stipulated by the 1986 constitution. Prior to his elections to those positions, Duterte served first as special counsel of the city.

The mayor is very much supportive in uplifting the social conditions of the LGBT, Muslims, Lumads and other minorities in the society. Through his political power, Duterte passed an Anti-Discrimination ordinance in Davao City. He is against bullying members of the LGBT and in fact provides opportunity for them to yield political powers in the society by including prominent members of the said sector to join in his political ticket.

Duterte is also an advocate of anti-discrimination against Muslims and other oppressed minorities in the society through providing the same opportunities that he offered to the LGBT community in his area of jurisdiction. Duterte fully supports the Reproductive Health Bill as well as the same-sex marriage in the LGBT community even way before these issues became a hot topic in the congress. Probably an important ingredient on why Davao City is considered as one of the safest cities is that its own head personally oversees the peace and order situation of the city. It’s not a secret anymore that the mayor normally rides a big bicycle to roam around the city every week, sometimes using a taxi and even treating lucky passengers going home a free ride!

11. Grocery against bribery.

Aside being a hands-on in keeping the peace and order of the city by warding off muggers, Duterte knows the temptations surrounding his men. In order to combat this, he was reported to be handing out grocery packages to his policemen in order to help them to resist the temptation of taking bribes. Recently, the presidential aspirant is eyeing a PHP 75,000-100,000 salary for policemen, that’s five times higher than the current rate of their salary!

Aside from declining the nomination for the World Mayor Prize, which is being given to outstanding mayors in the world, Duterte also rejected handling the post as DILG Secretary not only once, twice nor thrice, but four times...offered to him by the last four presidents of the country! He insists that he is not the man capable of the job and would rather continue steering Davao City to stability. 13. In good terms with the NPA.

Yes, despite sitting on the other sides of the political spectrum, Mayor Duterte transcends the boundary of this line and one of this is when he donated financial assistance to help NPA rebels to cope up with the damages inflicted to them by Typhoon Pablo way back in 2012. Not only that, he even paid the medical bills of a wounded NPA member in 2004 when the man was brought in Davao Medical Center coming from an encounter and allowed a hero's burial to one of the leaders of NPA, Leoncio Pitao.

Digong has been very vocal of his love for women. Although he can be seen flirting around with some, he’s very overprotective to them. He was once living with her former wife, Elizabeth Zimmerman, the mother of his three children namely Paolo, Sarah and Sebastian.
