LIVESTREAM: APEC 2015 Economic Leaders' Meeting, November 18-19

MANILA, Philippines - The highlights of the year-long Asia-Pacific Economic Cooperation (APEC) summit, the 23rd Economic Leaders' Meeting (AELM) will be held at the Philippine International Convention Center (PICC) in Pasay on November 18-19, 2015.

In the culminating event, more than 30 APEC technical working groups and committees (Senior Officials) are expected to endorse action plans and statements to Ministers and Leaders, for adoption.

US President Barack Obama, Chinese President Xi Jinping, Russian Prime Minister Dmitry Medvedev, Mexican President Enrique Peña Nieto, and Japanese Prime Minister Shinzo Abe are among the big guns for APEC 2015. Two APEC first-timers: Canadian Prime Minister Trudeau, and Australian Prime Minister Malcolm Turnbull also joined.

The host country provides the livestream feed of the this year's biggest and historical event.

The APEC process thus comes full circle when the Ministers and Leaders, in the form of the Joint (Foreign Affairs and Trade) Ministerial Statement and Leaders’ Declaration, issue their policy guidance for the APEC year ahead and long-term vision.

APEC 2015 had a total of 229 meetings, including meetings under the APEC Finance Ministers’ Process, sectoral ministerial meetings and high-level policy dialogues, and the APEC Business Advisory Council (ABAC) as the private sector arm of APEC.

10 Things to Know for 2015 APEC Economic Leaders’ Meeting

The 21 members of APEC referred to as “member economies”—which account for approximately 40 percent of the world’s population, approximately 54 percent of world GDP and about 47 percent of world trade.

The main objective is to boost trade and inclusive, sustainable growth in the Pacific Rim.

Here are the ten things to know about the proceedings: economies in transition, opening new era of growth for all members, regional economic integration, tackles next generation trade and investment issues, seek game changing trade and growth-boosting measures, push to deliver environment goods tariff reductions, new action agenda for micro, small and medium enterprise participation in regional and global markets, fighting inequality, mitigating climate change and new disaster risks and connectivity and security amid rising threats.

This is the second time that the country hosted the regional economic forum of the leaders of APEC member economies. The first AELM in the Philippines was held from November 24 to 25, 1996, at Subic Bay, Zambales.

The 19-year-old Villanueva is one of the three finalists along with singing duo Jess and Matt and former band vocalist Louise Adams. They survived the semi-finals decider round where Big T got eliminated.

"I had the best time tonight, and feel so blessed for everyone's response! THANKYOU all," Villanueva shared on Twitter.

On Monday, Villanueva wowed the judges and viewers as he performed Ed Sheeran's "Don't" and Phil Collins' "In the Air Tonight" for the 'killer tracks and curveballs' theme this week.



“Every time someone wins the show they think back to that certain performance that was the nail. I think that was the nail. If you win the show people will remember that,” judge Guy Sebastian told him.

“This week we saw you singing on top of a box. I reckon you've got a high chance, in two weeks, that they're going to stick you in the box and sell you,” James Blunt said.

If he will win this year's X Factor in Australia, it will be a back-to-back celebration for Pinoys as the teen singer Marlisa Punzalan won the title last year.

The grand finals of X Factor Australia Season 7 is set on November 23 and 24, 2015 (Monday and Tuesday). Celebrity performers include Kylie Minogue and Dannii Minogue ("100 Degrees"), Jason Derulo, Rudimental and James Blunt.

ABS-CBN's 'Dance Kids' premiere soars high in national TV ratings

MANILA, Philippines - ABS-CBN's newest talent show “Dance Kids” premiered on high note as viewers nationwide watched the first batch of dance artists who took the stage and tried to impress the program’s Dance Masters Georcelle Dapat-Sy, Andy Alviz, and Vhong Navarro.

Based on data from Kantar Media, Philippine TV’s first-ever dance competition for kids hit a national TV rating of 32.4% last Saturday (Nov 14) versus GMA’s “Pepito Manaloto” that only got 24.7%. “Dance Kids” also won in the ratings game last Sunday (Nov 15) when it recorded a national TV rating of 28.4%, or ten points higher than GMA’s “24 Oras Weekend” (17.6%).

The first episodes saw the passion and brilliance of the dance artists who went through the try outs, the first stage of the competition where they were screened by the Dance Masters.

Making it to the next level of competition were trio Higher Level Kids, dance sport duo Step Kids, Tahitian group Aloha Girls, young heartthrobs Maximum Groovers, taekwondo duo Richlie and Daniel, and solo dance artists Matt and Joren, who were all given a unanimous decision or three “stomps” by the Dance Masters.


Teacher Georcelle, Sir Andy, and Vhong, meanwhile, opened the program last Saturday by showing off their signature moves in an opening number that gave tribute to Filipino street games.

“Dance Kids” airs every Saturday, 6:15PM, and every Sunday, 6PM.

CSC accepts applications for April 17, 2016 Civil Service Exam (CSE-PPT)

The Civil Service Commission (CSC) officially announced the conduct of Civil Service Exam - Paper-and-Pencil Test (CSE-PPT) on April 17, 2016. CSC accepts applications starting Monday, November 9, 2015 and will end on February 25, 2016 (deadline of filing).

April 2016 nationwide conduct of Career Service Examination is for both Professional and Sub-Professional Levels.

In May 2015 exams, more than 180,000 took the Career Service Examination Paper-and-Pencil Test. Passing the CSE is one of the basic requirements in applying for a position in government. The CSE ensures that only competent and credible workers enter the public service.

CSC reminds that acceptance of applications shall be on a FIRST-COME, FIRST-SERVED basis and, thus, shall be closed any time before deadline once the CSC Regional/Field Office has reached the target number of applicants.

According to CSC, there will be at least 57 testing centers nationwide for April 17, 2016 Civil Service Exam (CSE-PPT).

Qualification/Admission Requirements

All applicants must strictly meet the following qualification requirements:

  • Filipino citizen;
  • At least 18 years old on the date of filing of application;
  • Of good moral character;
  • Has not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
  • Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
  • Has not taken the same level of Career Service Examination, regardless of mode, within the last three months before the date of examination:


Here are some of the important reminders from CSC:

a) Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.

b) Applicants holding dual citizenship under R.A. 9225 (Citizenship Retention and Re-acquisition Act of 2003) may apply for and take the examination upon presentation of original, and submission of a copy of, Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.

c) Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and pursuant to Section 52 (a) of the Revised Rules on Administrative Cases in the Civil Service.

d) Passers of the regular Bar examination given by the Supreme Court of the Philippines and of Board examinations given by the Professional Regulation Commission are automatically granted a civil service eligibility pursuant to Republic Act (RA) No. 1080. They are automatically considered as civil service eligibles in accordance with CSC Resolution No. 90-1212. Thus, they may opt not to apply and take the corresponding examination anymore. Also, individuals who were granted the Honor Graduate Eligibility pursuant to P.D. 907 may opt not to apply and take the corresponding examination anymore.

Application Requirements

1. Fully accomplished Application Form (CS Form No. 100, Revised 2015).

NOTE: The spaces for “Signature of Applicant” and “Right Thumbmark” on the Application Form should be left blank. These shall be accomplished in the presence of the CSC processor.

2. Four (4) pieces of identical I.D. pictures with specifications, as follows:

  • Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
  • Colored, with white background
  • Taken within three (3) months prior to filing of application
  • Printed on good quality photo paper
  • In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
  • In bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced)
  • Showing left and right ears
  • Taken in full-face view directly facing the camera
  • With neutral facial expression, and both eyes open
  • With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME in the format: First Name, Middle Initial, Last Name, and Extension Name, if any

3. Original and photocopy of any of the following I.D. cards, which must be valid (not expired upon filing of application), and contains the name, clear picture, date of birth and signature of the applicant, and the name and signature of the issuing agency’s current head/authorized representative:

  • Driver’s License;
  • Passport;
  • PRC License;
  • SSS I.D.;
  • GSIS I.D.
  • Voter’s I.D.;
  • BIR I.D. (ATM type/TIN card type with picture);
  • PhilHealth ID (must, at the least, contain the applicant’s name, clear picture, signature and PhilHealth number);
  • Current Company/Office ID;
  • Current School ID (validated for the current school year/semester/trimester);
  • Police Clearance;
  • Postal I.D.; or
  • Barangay I.D.
  • NOTE: Any other I.D. card not included in the above list shall NOT be accepted.

4. For applicants without date of birth in their I.D. card/s, original and photocopy of Birth Certificate issued/authenticated by the National Statistics Office


5. For applicants holding dual citizenship under R.A. 9225, original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration

6. Examination fee of Five Hundred Pesos (Php 500.00)


Where to get and file application forms

The application form is available at any CSC Regional/Field Office, or may be downloaded from the CSC website: www.csc.gov.ph. The application form may be photocopied using legal sized bond paper.

Applicants are strongly advised to file their applications at the CSC Regional Office (CSCRO), or at any of the CSCRO’s Field Offices, where they intend to take the examination.

CSC said that proper attire should be worn during filing of application. APPLICANTS SHOULD NOT BE IN SLEEVELESS SHIRT/BLOUSE, OR IN SHORT PANTS, OR IN SLIPPERS.

Examination Permit

Examinees shall be informed of their places of examination (school assignment) through the Online Notice of School Assignment (ONSA).

ONSA shall be available via the CSC website www.csc.gov.ph approximately two weeks before examination day. ONSA can also be accessed through the path http://webapp.csc.gov.ph/ExamAssign/ExamAssign.htm.

Examinees are advised to have a print-out of their Notice of School Assignment using ONSA.

If examinees cannot access the ONSA and/or still do not know their school assignment one week before examination day, they should coordinate and inquire directly with the CSC Regional/Field Office concerned. A complete directory of CSC Regional/Field Offices nationwide is available at the CSC website www.csc.gov.ph.

NOTE: Examinees, as applicable, are advised to visit and have an ocular inspection of their assigned school at least one day before the examination day to familiarize them with the school’s location.

Scope of Examinations

The Career Service Examinations shall cover the following subject areas:

1. For Professional Level – In English and Filipino; vocabulary, grammar and correct usage, paragraph organization, reading comprehension, analogy, logic, and numerical reasoning.

2. For SubProfessional Level – In English and Filipino; vocabulary, grammar and correct usage, paragraph organization, reading comprehension, spelling, clerical operations, and numerical reasoning.

Both Professional and SubProfessional levels of the examination shall have items on General Information, which shall include the following areas: Philippine Constitution, Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713), Peace and Human Rights Issues and Concepts, and Environment Management and Protection.

April 2016 CSE-PPT Exam Results

The passing rate for both levels (Professional and sub-Professional) examination is 80.00. CSC annouced that exam results will be released within 41 days after the examination through posting the list of passers in the CSC website.

Examinees can also generate their examination rating through OCSERGS or Online Service Examination Result Generation System which can be accessed at the CSC website. Generation of exam rating through OCSERGS shall be available approximately in 15 days after posting the list of passers.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on November 26 and 27, 2015. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018. Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER, PRC said.

The two-day exam covered the following major subjects: rules and regulations on customs law and tariff law (Day 1); customs documentation and procedures and practical applications in the practice of customs broker profession (Day 2).

In the same period last year, results were released online after 3 working days. A total of 644 out of 1,480 passed the Customs Broker Licensure Examination.

The three-day exam covered the following subjects: physical and chemical principles (Day 1); chemical engineering principles (Day 2) and general engineering, ethics and contracts (Day 3).

According to PRC, the target release date of Chemical Engineeering (ChemEng) board exam results is on Tuesday, November 17, 2015 or in 2 working days after the exam. However, we advise takers to monitor results starting Monday, November 16. Note that work in PRC office will be suspended from November 17 to 20 due to Asia-Pacific Economic Cooperation – Economic (APEC) Leaders’ Meeting.

In November 2014 exams, PRC announced results in just 1 working day. A total of 596 out of 871 passed the Chemical Engineer Licensure Examination.

In May 2015 exams, results were also released in 1 working day. PRC named a total of 239 out of 405 new chemical engineers.

BSP announces demonetization final schedule, process for old peso bills

MANILA, Philippines - The Bangko Sentral ng Pilipinas (BSP) has announced the final date of demonetizing old bank notes up until December 31, 2015 and in 2016 may only be exchanged in banks or at the BSP.

BSP said they have already started demonetizing old bank notes series earlier this year, which means that old banknotes can still be used to pay for goods and services up until the said deadline. After which, the old bank notes will be rendered useless and will be stripped from the current values from the Philippine banks and establishments including malls, shops and markets.

The old banknote series which were launched in 1985 will be decommissioned starting January 1, 2017.

In addition, The Bangko Sentral ng Pilipinas will also conduct briefings on demonetization program and information on how to detect counterfeit money for the staff of DOLE and its attached agencies.

The almost 24-minute interview that transpired between the two ladies last week (November 11) became the talk of the town and the Twitterverse. Moreno was grilled to the max by Davila on various social issues in which the actress gave her remarkable gibberish answers which set the Filipino viewers on fire particularly at the 09:44 part.

To which Davila remarked, "But then the law exists already." Moreno then said,"Pero may mga bagay na di na-implement (There are things that have not been implemented)." Davila again asked, "Like what?" Moreno, at this point, laughed nervously and said, "Teka muna (Wait a second)" followed by a clearly nervous laugh.


And come to the most epic part of that interview was when Davila started pressing Moreno on her stand on RH Bill in which the latter revealed herself to be clearly clueless on the issue with her more confusing replies.

‘Kailangan pa bang sagutin?’ (regarding with her stand on RH Bill) then Davila counters with ‘Of course. You are running for the Senate.’

The ending? Moreno joyfully responds with ‘Kailangan lang daw lagi bukas ang ilaw’
Due to her unexpected poor performance on her interview with Davila, Moreno further earn more comments from netizens as they started making fun of her comical statements.





While many were disgusted with Moreno’s answers, some were on the opposite side saying that Davila should have been more tolerant and played nicer to her guest, telling that her aggressiveness was uncalled for during the interview.

As of today, two of the planned events has already began last Friday (November 13) with the APEC Voices of the Future, with 20 young Filipinos representing the country within the pool of 120 selected youth delegates coming from other APEC member economies.

The first day of the two-day APEC Ministerial Meeting event already commenced Monday as well as the APEC SME (Small and Medium Enterprises) Summit in which some notable personalities like Maria Ressa, CEO of social news network Rappler, Asia Society’s President Josette Sheeran and Karen Reddington, FedEx Asia Pacific’s President joined the event.


Who’s in Manila already? Chile, Papua New Guinea, Colombia and Taiwan first to arrive

Chile’s first-ever woman president Michelle Bachelet was the ‘first’ to arrive in Manila last Sunday (November 15) for the APEC meeting and was welcomed by Vice President Jejomar Binay upon her arrival at NAIA Terminal 2.

For workers, Labor Secretary Rosalinda Baldoz said that the ‘no work, no pay’ scheme will be in effect during the APEC 2015 in Manila unless their companies has a policy of providing payment for workers working on such occasions.

As part of its tradition, leaders of the APEC usually wears the traditional dress of the host country in which the summit is being held.

For APEC in Manila, celebrated Filipino designer Paul Cabral acquired the task to dress the leaders.

Each leader will wear a barong that has a very special design on them, representing something from their respective cultures.

The Air Force One carrying U.S. Pres. Obama has landed at Balagbag-Villamor Air Base at 11:19 a.m.

Obama, fresh from the G20 Summit in Antalya, Turkey was welcomed by Defense Secretary Voltaire Gazmin, Philippine Ambassador to the US Jose Cuisia Jr, and US Ambassador to the Philippines Philip Goldberg.

The American president will stay at the Sofitel Hotel in Manila.

Obama is scheduled to speak at the CEO Summit on Wednesday (November 18) and to be joined by other leaders including President Benigno Aquino III. On Thursday (November 19), he will join the APEC Leaders' Retreat.

Obama's meeting with Aquino is expected to touch on regional tensions over the South China Sea and enhanced military cooperation. He is set to reinforce trade and security ties with the economically dynamic region.

After the APEC Summit, he will then fly to Kuala Lumpur for the ASEAN and East Asia meetings.
