October 2014 Philippine Bar Exam Results - List of passers, topnotchers

MANILA, Philippines - The October 2014 Philippine Bar Exam results will be officially released after the special en banc session expected in March 2015. Out of 6,344 law graduates who took the tests on the four Sundays of October 2013 (October 5, 12, 19, and 26), list of passers and topnotchers who got at least 75 percent average grade will be announced by the Supreme Court.

October 2014 Philippine Bar Exam Results - List of passers, topnotchers

Bar exams committee was led by Supreme Court Associate Justice Diosdado Peralta who conducted examination at University of Santo Tomas, Espana, Manila through the Office of the Bar Confidant.

The 2014 Philippine Bar exam is consists of 20% multiple choice questions and 80% essay-type questions same with the previous year examination structure.

Through the series of bar bulletins released by the Supreme Court, takers were guided from petition of bar candidates to the actual test.

SC said that a total of 6,344 are confirmed bar candidates for the 113th bar exams. One of the oldest examinees was a 88-year-old Bulacan native Bienvenido Hilario, who tried his luck for the third time.

On the second Sunday of tests, 350 have already opted to back out. The Supreme Court’s Public Information Office said the examinees were not required to explain their absence so there was no way of knowing if the examinees fell ill or were simply overwhelmed by fear of the grueling exams.

2014 Bar Exam Results release

While a bar examinee is “deemed to have passed his examinations successfully if he has obtained a general average of 75%”, the Supreme Court en banc has always retained for itself (based on its authority to amend the Rules) the discretion to make adjustments, as it did in the 2012 Bar Examinations when it lowered the passing grade to 70%. Last year, the Court lowered the passing grade to 73% in view of the structure of the results, the difficulty the candidates encountered with the MCQ portion of the exam, and in light of past precedents.

It is expected that the list of successful Bar examinees will be flashed on a widescreen at the Supreme Court front yard and can simultaneously be viewed at the official website of the SC sometime in March or early April.

2014 Bar Exam Updates and Announcement

Same on the previous years, TheSummitExpress will update this site once we got important updates prior to the release of results. The following will be activated once list of passers and topnotchers are out online:

  • List of Passers: SC releases 2014 Philippine Bar Exam Results
  • Top 10 List: October 2014 Philippine Bar exams

Once announced, the Bar passers may secure their clearances from the Office of the Bar Confidant during office hours, 8:00a.m. to 4:30p.m. on the specified date. The tentative oathtaking date for the passers of October 2014 bar exam which is usually being held at the Philippine International Convention Center (PICC), Pasay City will be announced also.

Philippine Bar Examination overview and history

The Philippine Bar Examination is the professional licensure examination for lawyers in the Philippines. It is the only professional exam not handled by PRC and exclusively supervised by Supreme Court.

The SC conducts the Bar examinations pursuant to Article VIII, Section 5 of the Constitution which provides that it shall have the power to promulgate rules governing the admission to the practice of law.

Some Filipino lawyers say the Philippine Bar exam is especially tough because it is centralized and covers eight bar subjects which only 20% to 30% of examinees successfully hurdle.

The bar examinations are held only once every year at a designated venue under the supervision of the Supreme Court which designates an incumbent Justice to chair a committee consisting of eight (8) examiners, one for each bar subject. The examinable subjects are: Political Law and Public International Law, Labor and Social Legislation, Civil Law, Taxation, Mercantile Law, Criminal Law, Remedial law and Legal and Judicial Ethics.

The examinations are given in the course of one month, spread over four (4) Sundays and are the only professional licensure examinations which require the examinees to answer a combination of open-ended and multiple choice questions in long hand. Due to the scope and difficulty, the bar examinations are regarded as the most prestigious professional licensure exam in the country.

The Office of the Bar Confidant of the Philippine Supreme Court releases the Official List of Successful Bar Examinees, usually during the last week of March or the first week of April of every year. In the case of the 2013 bar exam, results were released on the third week of March or earlier than usual.

Prior to the release of results, special en banc session for the 'decoding of bar exam results' is being done. Decoding is the process where the SC orders the Office of the Bar Confidant to open the sealed envelopes with the names of the candidates who passed the exams.

Last year bar passing percentage of 22.18% (1,174 out of the 5,292) is the is higher than the 2012 outcome of 17.76%. In October 2011, passing rate was 31.95% ( 1,913 out of 5,987) and recorded as second on the history of highest passing rate since 2001. 2001 has 32.89% (1,266 out of 3,849) successful examinees.

Mr. Nielson G. Pangan, a graduate of the University of the Philippnines topped last year bar examinations with a rating of 85.80%.

In time for empowering customers to embrace new technologies and business opportunities, the Fortinet, a NASDAQ-listed and world topnotch network security provider has officially partnered with MEC Networks Corporation, one of the Philippines' largest ICT products, solutions and services providers, as its new distributor to expand its business and security footprint in the market.

The partnership which was launched recently at 71st Floor, Gramercy Residences of Century City in Makati aims to provide better opportunities in both Fortinet’s flagship FortiGate next generation firewall (NGFW) solution and related network security offerings that extend from the client, to databases, to Web applications, to the overall network. MEC's appointment complements Fortinet's current distributorship arrangements in the Philippines.

The security solution generally encompasses four building blocks of network security protection, which are: firewall for blocking unauthorized sources from accessing your network; Intrusion Detection (IDS) for inbound and outbound activity inspection; Intrusion Prevention (IPS) for automatic defense against threats identified by the IDS and the popular Antivirus (AV) for web and email protection against viruses, worms, and Trojans.

“In MEC, we always strive to bring the future of tomorrow today through distribution of enterprise-grade network products. That means tying the knot with only the most-respected world-class suppliers in their respective fields,” said Merrick Chua, President of MEC Networks Corporation. “That is why we partnered with Fortinet. MEC aims to introduce the latest network security innovations in the Philippine market through Fortinet’s network security appliances."

“Today, we are number two in Asia Pacific. And number one in my region – Southeast Asia and Hongkong in terms of most UTM (Unified Threat Management) appliances. Solution has gone from the small end to the big [corporations]. So we have solutions almost in every area,” said George Chan, Vice President of Fortinet for Southeast Asia and Hongkong. “It is my belief that in the next two years, this year and next year, the security markets will peak [in the Philippines].”

2014 Teacher Education (LET) Top and Worst Performing Schools

MANILA, Philippines - The performance of teacher education institutions (TEIs) in the Licensure Exam for Teachers (LET) has generally improved in 2014, the Philippine Business for Education (PBED) announced recently.

2014 Teacher Education (LET) Top and Worst Performing Schools

There are approximately 1,200 TEIs in the country. PBED study reveals that more than half of them still have more than 50% of their graduates fail the LET. Furthermore, the performance of TEIs with less than 20% test-taker passing rate in the Secondary LET continues to worsen.

More passers in 2014 exams

The percentage of first time takers and repeaters who have passed in 2014 examinations is higher than the combined average for 2009-2013. However, the contrary happened in the 2014 Secondary LET overall takers, which slightly decreased by 1%. This means that more repeaters are repeating the Secondary teachers board exam.

Poor Performers in the LET

An alarming number of TEIs in the country still perform poorly in the LET; 537 TEIs offering elementary and 774 TEIs offering secondary teacher education are below the average national test-taker passing rate of 2014.

In terms of regional performance in the LET from 2009 to 2014, Regions 4B, 9, 12, 13, and ARMM have the highest percentage of poor performing TEIs relative to the total number of TEIs in their regions.

Worse and Worst Performing Education Schools

Along with the poor performers are the “worse” performers or TEIs that only have 20% of their students pass the LET. They are now fewer in the Elementary LET compared to 2009-2013 while the opposite happened in the Secondary LET.

Additionally, the “worst” performers or TEIs which have less than 20% of their students pass the LET from 2009 to 2014 for both Elementary and Secondary Education are:
  • Pacasum College - 8%
  • Sulu State College - 10%
  • Cotabato City State Polytechnic College - 16%
  • Mindanao Islamic Computer College - 8%
  • Mindanao State University – Jolo - 9%
  • Jamiatul Philippine Al-Islamic - 8%
  • Tawi-Tawi Regional Agricultural College - 6%
  • Marawi Islamic College - 11%
  • Marawi Capitol Foundation College - 3%
  • Jamiatu Muslim Mindanao - 7%
  • Lapak Agricultural College – Siasi - 5%
  • Luna Colleges - 9%
  • Mindanao Capitol College - 11%
  • De La Vida College - 9%
  • Gani L. Abpi Colleges - 6%
  • Mapandi Memorial College - 7%
  • Lanao Educational Institute - 7%
  • South Upi College - 5%
  • Agro-Industrial Foundation Colleges of the Philippines - 15%
  • Cali Paramedical College Foundation - 6%
  • Southern Capital College - 4%
  • Greenville College - 9%

Top Performing Schools for LET

The top performers that have more than 80% of their graduates pass the LET from 2009-2014 for both Elementary and Secondary Education are the following:

1. De La Salle University (DLSU) – Manila - 99%
2. University of the Philippines (UP)– Diliman - 97%
3. University of Santo Tomas (UST) - 94%
4. Philippine Normal University (PNU) – Manila - 93%
5. Xavier University(XU) - 90%
6. Silliman University (SU) - 90%
7. Saint Louis University(SLU) - 87%
8. University of Saint La Salle (USLS) - 86%
9. Bohol Island State University (BISU) – Tagbilaran - 85%
9. Ateneo de Naga University (ADNU) - 85%
9. University of Southeastern Philippines (USEP) – Tagum - 85%
10. Saint Bridget’s College (SBC) - 84%

Improving Quality of Teacher Education

The research results of PBED show that only those in the borderlines between poor, average, and good performers increased their performance. While the worse (20% and below) performers, especially in the secondary LET, continue to decrease every year.

Check out PBED full LET table of results for the performance of TEIs between 2009-2013 and 2014 here.
